- NOTICE OF INTENT TO ISSUE A SOLE SOURCE CONTRACT FOR SOFTWARE LICENSES FOR SEARCH AND RETRIEVAL OF CFR AND INDUSTRY STANDARDS INFORMATION This Notice is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this Notice is to announce the government�s intent to issue a sole source contract with Information Handling Services (IHS), 15 Inverness Way E. Englewood, CO 80112-5710, in accordance with FAR Subpart 13.106-1(b). BSEE requires information retrieval and electronic access to documents incorporated by reference and inter-filed within the regulations found in the Code of Federal Regulations (CFR) 30, 203, and 250 through 282, for managing mineral resources offshore of the outer continental shelf (OCS) of the United States. This includes information retrieval and electronic access to documents incorporated by reference from standard organizations such as American Petroleum Institute (API), American Institute of Steel Construction (AISC), American Society for Testing and Materials International (ASTM), International Organization for Standards (ISO), American Society of Mechanical Engineers (ASME), American Concrete Institute(ACI), American Gas Association (AGA), American Welding Society (AWS), National Association of Corrosion Engineers (NACE), and National Fire Protection Association (NFPA). The services provided by IHS are critical to BSEE's ability to carry out its regulatory functions. The standards and specifications database provided by IHS is unique in that it allows BSEE to access in real-time the most current editions, and many historical editions, of all industry standards incorporated into our regulations. Essential domestic and international oil and gas standards not currently incorporated by reference in the CFRs but necessary to review applications, conduct incident investigations, review new technologies, and consider for possible incorporation in the regulations are also included. IHS has developed a customized collection of standards for BSEE to address regulatory needs. IHS is the only provider that has been identified that can provide real-time access to the most current editions of all industry standards incorporated into BSEE�s regulations as detailed in this Notice. The anticipated period of performance is 12 months. The place of performance is the contractor�s facility. PLEASE NOTE: All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency by 5:00 p.m. ET on 31 March 2021.
