- DEPARTMENT OF THE ARMY ARMY CONTRACTING COMMAND - REDSTONE BUILDING 5303, MARTIN ROAD REDSTONE ARSENAL, ALABAMA 35895-5000 CCAM-CAD-C�� 08 March 2021 SUBJECT: Request for Quote-Support Services for SAMD Egyptian Air Force (EAF), Apache (AH-64) Program Management Review (PMR) Meeting #29 Orlando, FL, 24 May Through 01 June 2021. PERIOD OF PERFORMANCE: Contractor shall begin support services after award to conduct market research and coordinate the subject meeting�to be held 24 May to 2 June 2021 Please accept this�as the official Request for Quote (RFQ) on behalf of the United States Government (USG). Below are the Contractor�s (RFQ) requirements: 1. Provide a formal quote in accordance with the Performance Work Statement (PWS) and include a total cost summary for subject listed. 2. Provide quote on company letterhead and address �attention to� Contract Specialist Roderick A. Apklins. 3. Provide 5 digit Commercial and Government Entity (CAGE) Code that allows company to conduct business with the Federal Government within quote or email response. For more information on CAGE Codes please visit https://www.sam.gov. Please note that CAGE Code must be active during Award and Period of Performance. 4. Submit electronic quote or �no-bid reply� in response to attached Performance Work Statement no later than closing date, 30�March 2021,�3:00 PM Central Standard Time. Any �no-bid reply� must include a brief statement as to why you are unable to perform. 5. Payment will be made via Purchase Order to Awardee. USG Contracting Protocol. Contractor shall not take any direction from anyone other than the ACC-RSA Contracting Office. � Contracting Officer Representative (COR) - Provides the technical and program expertise necessary to develop and manage the contract. CORs only have authority to work on contracts to the degree they have been formally delegated such authority by the KO. The COR assigned to this task order can communicate as a liaison but cannot give direction on behalf of the Contracting Officer. � Contracting Officers (KO) - Serves as the Government's ""agent"" and are responsible for the business aspects of the contract and for ensuring adherence to procurement laws and the regulations contained in the FAR. The KO is responsible for ensuring performance of all necessary contracting actions, compliance with the terms of the contract and safeguarding the interests of the United States in its contractual relationships. Legally, it is the KO, who is responsible for ensuring the integrity of the contracting process. All contractual direction comes from the KO. � Contractor- The contractor is considered as the third party. They provide the products and services to the Government. The Contractor may communicate with the HQ AMC team members but can ONLY take direction from the KO. The official USG contract will be signed by the Contracting Officer, Courtney R.
