Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. �This announcement constitutes the only solicitation; quotations are being requested and a written solicitation is attached. �The solicitation number is 12405B21Q0039�and is issued as a request for quotation (RFQ). �The acquisition is a 100% Small Business Set-Aside. �The NAICS code is 562111, business size standard is $38.5 million. �This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2021-04. The Government intends to issue a firm-fixed price service contract for this requirement. PLACE OF PERFORMANCE: USDA ARS SEA SUBTROPICAL HORTICULTURE RESEARCH STATION (SHRS) 13601 OLD CUTLER ROAD MIAMI, FL 33158 POINT OF CONTACT: KARLA AGURTO PHONE:� (786)573-7058 EMAIL:� karla.agurto@usda.gov Seeking contractor to provide the following: Provide collection, recycling, and disposal services to include personnel, supervision, labor, supplies, equipment transportation, tools and materials for waste removal and recycling services at the USDA ARS SEA Subtropical Horticulture Research Station (SHRS), 13601 Old Cutler Rd, Miami, FL 33158. Furnish necessary labor and equipment to pick up and remove office and laboratory non�hazardous debris. Furnish two each 6 cubic yard containers. Containers are to be emptied twice per week (Tuesdays and Fridays) except Federal holidays. Alternate days of the week for pickup are not acceptable. Furnish necessary labor and equipment to pick up recyclable materials including: �mixed paper (junk mail, magazines, photocopies, computer printouts, boxes, clean dry newspapers, etc.); aluminum (empty metal cans, caps, lids, bands and foil, scrap aluminum such as lawn chairs, window frames and pots); plastics: �#1 or #2; phone books; grocery bags (most clear plastic bags marked #2 or #4); cardboard, and glass. Furnish four containers to handle recyclable materials - or less, if the items listed above can be combined - to be located in a central location and furnish one 6 cubic yard container to handle cardboard only- unless this can be integrated with other recyclables. Containers are to be emptied once per week, except on federal holidays. Comply with local waste removal and recycling ordinances. If for any reason (other than federal holidays) trash pickups are missed, a deduction will be made from the monthly payment of an amount pro-rated for the month. The basis for award is Lowest Price Technically Acceptable. �""LPTA"" means the expected outcome of the acquisition that result from selection of the technically acceptable proposal with the lowest evaluated price. �Pursuant to FAR 52.212-2, the criteria for evaluation are: (1) Price (to include shipping), (2) Technical Specifications, and (3) Past Performance - will be evaluated to determine the quality of the quoters demonstrated performance on work similar in size, scope and complexity to this requirement. Each quoter must submit a Standard Form 18 and include their proposed delivery schedule as part of their quotation.��Acceptance and FOB point are destination.� A minimum of 3 references are required and must have received the proposed services within the last three calendar years (Government references preferred but will accept commercial references). �Past performance will be evaluated to determine the quality of the quoters demonstrated performance on work similar in size, scope, and complexity to this requirement.� All associated costs must be annotated in quotation with a breakdown of pricing of each element.� � Contractors intending to conduct business with the Federal Government MUST register with the System for Award Management (SAM) database prior to submitting quotation. �The SAM is the Government repository, which retains information on Government contractors. �Any amendment and documents related to this procurement will be available electronically at the Internet site: http://www.beta.SAM.gov. ��Potential offerors will be responsible for downloading their own copy of these documents (if any). ��It is the offerors responsibility to monitor the site for release of the solicitation and any related documents. � PLEASE PROVIDE YOUR WILL OR WILL NOT STATEMENT ON ATTACHED FORM PER 52.204-24 UNLESS YOUR REPS AND CERTS HAVE BEEN UPDATED IN SAM PER 52.204-26.
