- Amendment 00001 to correctly align the response due dates below from 03/23/2021 to 03/25/2021.� The Department of Energy (DOE)/Western Area Power Administration (WAPA) intends to negotiate on a single source basis with the University of Baltimore College (UMBC) Training Center for Leadership and Innovation, under the authority of FAR 13.106-1(b)(1), Soliciting From a Single Source, for an instructor-led and curriculum based training program for leadership competencies reaching employees between the GS-9 through GS-12 level. WAPA wants a program that focuses on the development of emerging leaders within the agency. The Leadership Development Program requires a training program that assesses their strengths, weaknesses, and preferences, and a program that provides these emerging leaders with the insight to develop a personal strategy to optimize their performance. These emerging leaders need a platform to acquire skills in how to work collaboratively with others, establish strategic and well-defined goals, gain and maintain respect from peers, and overcome difficult personnel challenges. The Government intends to acquire commercial services using the provisions, clauses, and procedures prescribed in FAR Part 12 and FAR Part 13. Market Research found several contractor offerings. However, the programs are much higher in cost and not customized to the federal government or DOE/WAPA specifically. The DOE has coordinated and developed a DOE specific program through UMBC. This program is specific to the DOE competency model and mission. With WAPA being part of DOE and the WAPA specific competency model being similar to DOE�s, this program will be beneficial to WAPA employees. Since WAPA is part of DOE and both agency�s competencies models are similar, this program will be valuable and pertinent to WAPA employees interested in leadership development at the GS-9 through GS-12 level. Since UMBC�s program has been tailored to DOE�s needs, this program fits the need of WAPA beyond offering a more generic program. The North American Industry Classification System (NAICS) code for this acquisition is 611430, and the size standard is $12.0M. The base period of performance is for these services is June 1, 2021 through September 30, 2021. This notice of intent is not a competitive Request for Quotation (RFQ). No solicitation package will be publicly issued. In accordance with FAR 5.207, all responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government whether to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received from all responsible sources will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. If WAPA identifies no other capable sources by March 25, 2021, WAPA will issue a firm-fixed price purchase order on or about April 5, 2021 to UMBC Training Center for Leadership and Innovation. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement.
