- This notice is for Solicitation Number 36C24221R0008 replacement of Solicitation Number 36C24220R0115- Replace Cooling Towers Project Number 630-17-101 and Replace Chillers Ph. 2 Project Number 630-16-101 at the New York Harbor Healthcare System, Manhattan Campus, 423 E. 23rd Street, New York, NY 10010. This shall be a Service-Disabled Veteran Owned Small Business Set-Aside (SDVOSB). As a result, all SDVOSB's may submit a Proposal at no cost to the government, which will be considered by the agency. This project is classified under NAICS Code 236220 Commercial and Institutional Building Construction and has a Size Standard of $39.5 million. The cost estimate range for this project is $5,000,000.00 to $10,000,000.00. The two projects are very technical and intertwined. The chillers and cooling towers need to function together and in sequence. Both projects are needed to work together for the Hospital. The individual projects are being solicited under one combined Contract. SCOPE OF WORK, Replace Cooling Towers, 630-17-101 Perform selective demolition of existing Cooling Towers and piping to permit removal of Cooling Towers from roofs of buildings. Perform selective electrical system demolition of power distribution to Cooling Tower equipment indicated on contract documents. Supply and install new steel dunnage, cooling towers, piping, valves, outdoor lighting and electrical equipment as specified on the drawings and specifications. Contractor shall provide all labor, material, equipment, and supervision to perform all work at the VA Medical Center, in accordance with attached specifications, drawings, and guides. SCOPE OF WORK, Replace Chillers, Phase II, 630-16-101 Perform selective demolition of building to permit rigging of chillers out of and into building. Perform selective mechanical system demolition of Chiller Plant equipment, including chillers, pumps, piping, valves, and controls as indicated on contract documents. Perform selective electrical system demolition of power distribution to Chiller Plant equipment including chillers, pumps, and other electrical systems indicated on contract documents. Supply and install new concrete pads, centrifugal chillers, piping, valves and electrical equipment as specified on the drawings and specifications. Contractor shall provide all labor, material, equipment, and supervision to perform all work at the VA Medical Center, in accordance with attached specifications, drawings, and guides. Project Completion: Period of Performance is 800 Calendar Days from Notice to Proceed. All other details and information shall be contained in the solicitation which shall be posted on www.betasam.gov. The solicitation will be released on or about October 29, 2020. The response submittal address, date and time will be included in the solicitation. This project requires bonding and all responses/submissions shall be in hardcopies; faxed or e-mailed bids will not be accepted at this time. All prospective bidders must be currently registered in www.betasam.gov, www.dnb.com, and be registered and verified as a SDVOSB in www.vip.vetbiz.gov at the time of offer submission and before award of this procurement.
