Description
This Pre-Solicitation Notice had been amended to reflect the correct ""Estimated Magnitude"" FROM: ""$20,000,000 and $50,000,000"" TO: ""$50,000,000 and $100,000,000"" The Department of Veterans Affairs (VA,) Office of Construction and Facilities Management (CFM,) at 425 I Street, Washington, DC is issuing a pre-solicitation notice for a Design-Bid-Build Construction Project for the Fort Sam Houston Phase 3 Expansion. This solicitation will be 100% set aside for Service-Disabled Veteran Owned Small Businesses under Solicitation Number 36C10F21R0017. The purpose of this project is to expand the Ft Sam Houston National Cemetery in San Antonio, Texas.�� This project will construct additional gravesites and cemetery improvements on the existing cemetery (expansion of Admin bldg. and renovation of Public Information Center space, new Honor Guard Bldg, new Maintenance complex storage facilities, Committal Shelter upgrades) and includes development of approximately 45 acres of land, approximately 19,500 pre-placed crypt full casket gravesites, 1000 oversize pre-placed crypt casket gravesites, approximately 3,600 traditional in-ground cremains and approximately 10,200 columbarium niches.� Also includes new roads and repair of existing roads, rear maintenance entrance, parking, access, utilities, communication infrastructure improvement, physical security upgrades to facilities, site improvements, signage and site furnishings for the entire cemetery, new irrigation system, improved drainage, Facility Condition Assessment improvements.� The Ft Sam Houston National Cemetery Ph 3 Expansion is planned as a Design-Bid-Build acquisition for award in FY21.� The Office of Construction and Facilities Management (CFM) will provide 100% design plans and specifications to prospective offerors. This notice is NOT a request for competitive offers. The point of contact is Ms. Alea Barnes, reachable by email at alea.barnes@va.gov. In the subject line of any e-mail sent, identify: FT. SAM HOUSTON PH 3 EXPANSION 36C10F21R0017. The Department of Veterans Affairs (VA,) Office of Construction and Facilities Management (CFM) intends to publish the upcoming Request for Proposals (RFP) and all subsequent amendments to this RFP through the Beta.sam.gov website. By registering at https://beta.sam.gov/, offerors will have access to these notifications, as well as download-able plans, specifications and amendments, which will be available only electronic format. It is the Offeror's responsibility to actively monitor the website for any amendments to the RFP. Offeror's must be listed in the Vendor Information Pages at https://www.vip.vetbiz.va.gov/ and be currently registered in the System for Award Management, https://www.sam.gov/SAM/. CFM plans to issue the solicitation in April 2021 and anticipates a 4th Quarter award (late Aug or early Sept 2021).� The approximate project duration will be 810 calendar days from the Notice to Proceed. The estimated magnitude for this project is between $50,000,000 and $100,000,000. The North American Industry Classification System (NAICS) of 237990 (Other Heavy and Civil Engineering Construction) with the size standard of $36.5 Million. The Dept of VA is considering conducting this acquisition as a �best value with tradeoffs� in accordance with FAR Part 15, Contracting by Negotiation.
