Description
This is a Combined Synopsis/Solicitation is for a PHARMACY REFRIGERATOR FOLLETT (RFE25), Wilmington VA Medical Center, as prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. A firm-fixed price purchase order is anticipated. (ii) The solicitation number is 36C24421Q0432 and is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2021-04 dated 01/19/2021. (iv) This solicitation is set aside 100% Small Business, Full and Open Competition, with the associated NAICS code 333318. Business size standard of 1000. (IV) Schedule of Requirement/CLINS (v) Statement of Work Statement of Work: BRAND NAME ONLY FOLLETT PHARMACY REFRIGERATOR ___________________________________________________________________________ STATEMENT OF WORK The Department of Veterans Affairs, Wilmington VA Medical Center, has a BRAND NAME Requirement for a PHARMACY REFRIGERATOR - FOLLETT (RFE25). Introduction: VAMC Wilmington has urgent need of replacement of old pharmacy refrigerators with new refrigerators which are compliant with the VHA Notice 2021-02 and to support the additional need of vaccine storage as needed during the pandemic. VHA Notice 2021-02 states specifically, all medication and vaccine storage refrigerators must be Pharmacy grade with a programmable temperature range. During the pandemic, COVID vaccination program is robust at VAMC, Wilmington and is expected to further intensify. VAMC Wilmington may require storing of a variety of manufacturers COVID vaccine products. This will need vaccine grade refrigerators with large capacity. Further, pharmacy will replace each double door (45 cu feet capacity) end of life refrigerators with two single door (24 cu feet capacity) refrigerators. This replacement is designed as a loss prevention measure as well as a measure to increase capacity. Justification: Based on the compliance standards outlined in VHA Notice 2021-02, the specifications of the Follett REF25 meet or exceed the requirements. VHA Notice 2021-02 outlines that the refrigerators used for storage of vaccines must be PHARMACY grade and not laboratory grade. Follette makes a Pharmacy grade fridge that has a tighter temperature range for alarm which is more stringent than the laboratory grade fridge. In combating the COVID-19 pandemic, VAMC is involved with vaccination of veterans and will continue to do so for an extended time frame. Currently VAMC Wilmington is handling two different brands of COVID vaccine and in the future may be using additional brands as these become available. Further, annually VAMC Wilmington administers Flu vaccines. Routine vaccines are also stored in the fridge. It is critical that during storage stocks of different brands of vaccines are not mixed and are stored at distinct locations to prevent errors. Large capacity refrigerators are needed for segregation of different brands. Further, Follette refrigerators are marketed as pharmacy grade with audible alarm and electronic display panel for temperature which makes it easy to visualize the temperature. The temperature excursion range for pharmacy grade refrigerator is critical for vaccine storage and for compliance with the VHA Notice 2021-02. VAMC currently has a few brands of refrigerators but predominantly Follette, which have an excellent track record at our facility. Further, the Heating- Ventilation and Conditioning Department (HVAc) staff is well versed with Follette refrigerator preventive maintenance and repairs. Purchase of additional Follette refrigerator will help VAMC unify a brand and hence maintaining a stock of spare parts for any repairs will be cost effective and will result in quicker turn around when any breakdown occurs. Unification of a brand will further reduce costs of training of HVAc staff for repairs and maintenance of other brands. To minimize losses of the contents due to failures or outages VAMC plans to purchase single door refrigerators. Generally, the cost of the medication or vaccines stored in the pharmacy refrigerators is much higher than the cost of the refrigerator itself. Having single glass door refrigerators is critical for our lost prevention and mitigation strategy. All our refrigerators are monitored using a program TEMP TRAK. Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM. All software licensing, warranty, and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions. The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right to enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items.
