NOTICE TYPE: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS NOTICE IS STRICTLY VOLUNTARY. SHOULD A SOLICITATION BE ISSUED FOR THE DRAFT REQUIREMENT DESCRIBED HEREIN, IT WILL BE ISSUED PURSUANT TO THE ACQUISITION STRATEGY SELECTED BY THE CONTRACTING OFFICER. ALL INFORMATION RECEIVED IN RESPONSE TO THIS NOTICE WILL BE TREATED AS BUSINESS CONFIDENTIAL INFORMATION AND EXEMPTED FROM DISCLOSURE UNDER THE FREEDOM OF INFORMATION ACT. NONETHELESS, SUBMITTERS SHOULD PROPERLY MARK THEIR RESPONSES IF THE INFORMATION IS PROPRIETARY. 1. DESCRIPTION: Background: The Commanding General, Marine Corps Installations Command (MCICOM), under the direction of the Deputy Commandant for Installations and Logistics (I&L), is responsible for: formulating program policy; providing technical guidance; overseeing management and disposal of real property assets; providing maintenance; disposing of real property (RP); managing natural resources; protecting endangered species; conserving installation assets; providing fire protection; managing Commissary Systems; managing transportation programs; and managing garrison mobile equipment and property programs. The Assistant Chief of Staff (ACS GF) manages funding and implements policies for facilities sustainment, restoration, and modernization.� It also provides across-the-board oversight of all United States Marine Corps (USMC) housing and exercises oversight over utilities and recycling throughout the USMC.� The ACS GF also ensures that the USMC has sufficient land resources and facilities to accomplish its mission and that its land, along with any improvements, is utilized in environmentally responsible ways. In addition, the ACS GF is responsible for the Marine Corps� real property accountability and financial operations to ensure compliance with the Chief Financial Officers (CFO) Act of 1990 and the Government Management Reform Act (GMRA) of 1994, which are in accordance with Generally Accepted Accounting Principles (GAAP) and Generally Accepted Government Auditing Standards (GAGAS). In order to improve the management of its real property assets and accomplish its mission, the USMC requires proficiency in real property inventory oversight.� As a result, this PWS provides USMC with Contractor expertise in the internet Naval Facilities Data Store (iNFADS), which is the Department of Navy�s (DON) RP Accountable Property Systems of Record (APSR).� This capability will support the programs listed above and ensure USMC�s success in passing mandated property audits.� It will also help manage the facilities, structures, and utility requirements that support the Marine Corps� forces around the world. Scope: The scope of this task order is to provide contractor support for the iNFADS system.� This requirement shall facilitate functional and technical programmatic support and in-depth analysis for real property asset management for MCICOM.� This effort may require travel to various USMC installations throughout the United States and Japan. The Performance Work Statement encompasses seven Major Task Areas: Task Area 1 � Provide oversight and management of the Marine Corps Real Property Asset Database and Information Task Area 2 � Review Real Property Assets management activities; conduct analysis; evaluate policy, guidance, and strategy; and make recommendations to identify and correct problems. Task Area 3 � Design monitor, initiate, and evaluate activities and programs to enhance service to Marine Corps customers. Task Area 4 � Provide programmatic support for other Marine Corps systems, and organizations, or processes that directly use Real Property Information. Task Area 5 � iNFADS training planning and training delivery. Task Area 6 � Real Property Accountability Officer�s (RPAO) guide requirements. Task Area 7 � 100% Annual Real Property inventory APSR data delivery. 2. PLACE OF PERFORMANCE: Work will be performed primarily at the contractor�s facility.� All meetings and reviews shall be held at either the COR�s office or at any other site within the National Capital Region mutually agreed upon by the COR and the Contractor; the Government�s will not reimburse travel expenses for meetings and reviews held in the National Capital Region.� This effort may require travel to various Marine Corps installations throughout the United States and Japan. 3. PERIOD OF PERFORMANCE: The period of performance is expected to be for a one year base period with four one-year option periods, if exercised. Performance is anticipated to begin September 2021. 4. NAICS: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541611 �Administrative Management & General Management Consulting Services� with a size standard of $15 million. This Sources Sought Notice is requesting responses to the following criteria ONLY from the sources that can provide the required service under the NAICS code. 5. RESPONSE INSTRUCTIONS: Interested vendors are requested to include, at a minimum, the following information: 1. Name of Organization, Cage Code, Business Size Status (under NAICS 541611), and Email address for the primary point of contact. 2. Contract vehicles that would be available to the Government for the procurement of these services, such as General Service Administration (GSA) Federal Supply Schedules (FSS), GSA OASIS, or any other Government Agency contract vehicle. (This information is for market research only and does not preclude your company from responding to this notice.) 3. Description of your organization�s capabilities, history, and experience with regards to all of the tasks outlined in the draft Performance Work Statement attached to this announcement. Provide project descriptions and dollar value of two or more comparable projects that (a) have been completed by your firm in the past five years or (b) current projects with at least 1-year of performance (these descriptions are important as they will be used to determine your capability by the Government, vague or incomplete descriptions will render your firm not capable). 4. It is desired that multiple members of your team have at least two-three years of experience with the iNFADS system and processes, please explain if your team has this experience. � 6. Provide an estimated total cost associated with meeting this requirement and include justification (optional). � 7. Provide recommendations, with supporting rationale on the draft requirements (optional). Any additional comments about the specifics of this sources sought notice (optional). Submissions that do not address these factors will not be reviewed. The Marine Corps encourages submissions to be thorough, detailed and sufficiently tailored to this announcement. Responses are limited to 4 pages including graphics; 11-pt. font minimum. Cover Page not included.
