- DS/PSD/RD engaged in work to determine the ""Test To Failure"" delay time of the standard FE/BR wall designs used by the Bureau of Overseas Buildings Operations (OBO).� Unfortunately, it was not possible to obtain a consensus on the test results since the 8"" 60-minute FE/BR wall (GPK-60R-DOS-01) did not consistently meet the minimum requirement of 60 minutes of delay when undergoing a Forced Entry (FE) attack.� Therefore, there is a need�to test a modified 8"" 60-minute FE/BR wall with additional rebar in a tighter spacing configuration to replace the existing �Redbook� detail. In accordance with FAR 6.302-1, the current vendors that are providing this concrete panel design testing are the only responsible sources and no other supplies or services will satisfy agency requirements.� Utilizing the same vendors allows for the direct comparability of the tests results, which would not otherwise be possible.� Furthermore, introducing different vendors at this point would invalidate the original testing by adding new variables (i.e. different teams conducting the testing, the test structure, concrete recipe, etc.) to the original testing which is required for an accurate comparison of the test results.� The original SOW included the development and construction of large steel test structures specific to this effort, so awarding this work to other vendors would require the Government to pay for this expense twice.� For both of the incumbent labs, the structures are currently in place, which generates a cost savings on materials and construction.� Both labs already possess the existing test data, which would eliminate the need for another vendor to recreate those at an additional cost to the Government. �This is especially important with the unique mix of concrete that is required for this testing to be applicable to global construction conditions since there is a much higher standard that is commonly available in the domestic market.� The original awards were solicited under full and open competition.� There were three vendors that submitted proposals in response to the solicitation and there were two awards made to the two vendors with the lowest price technically acceptable proposals.�
