- The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Office of Chief Procurement (OCPO), Acquisitions Operations Division (AOD), Incident Support Section (IS), will�increase the ceiling of Contract, HSFE20-16-A-0202 with Innovative Emergency Management, Inc. P.O. Box 110265, Durham, NC 27709 pursuant to the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The purpose of this procurement is to support deliberate and adaptive planning and technical assistance for a variety of emergency management programs and initiatives in support of the Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA), Response Directorate. This is a single award GSA BPA, allowing for Time and Materials Call Orders. This Special Notice is�to increase the contract ceiling, and�not a request for competitive proposals nor a solicitation for offers. Any responses or capability statements submitted to this notice must show clear and convincing evidence that competition of the work would be advantageous to the government. A determination by FEMA to not compete this requirement based on responses to this notice is solely within the discretion of the Government. This notice shall not be construed as a legal commitment by the Government.� Additional requests for information, status or clarification pertaining to this notice shall be declined by the Government.
