- Description
- INTENT TO SOLE SOURCE The Department of Veterans Affairs, VHA Regional Procurement Office Central, Network Contracting Office 10, intends to enter into a sole source procurement for an Oculus Pentacam AXL for the VA Cincinnati Healthcare System, 3200 Vine Street, Cincinnati, OH 45220. The Department of Veterans Affairs intends to award a sole source, firm-fixed price purchase order to MellingMedical, 658 South Columbus Street, Alexandria, VA 22314. The associated North American Industry Classification System (NAICS) Code is 339115 � Ophthalmic Goods Manufacturing, and the Business Size Standard is 1,000 Employees. It is the Government�s belief that the Belin/Ambr�sio Enhanced Ectasia view is the only screening tool to combine anterior and posterior corneal elevation data with an evaluation of corneal thickness progression in a concluding parameter, referred to as Index D. In addition to this allowing for greater overall accuracy in diagnosing ectasia it can, in particular, predict the early detection of this disorder. This specific technology of the Pentacam AXL, OCULUS, Inc. DICOM Software determines the progression of corneal thickness across an array of concentric rings centered on the thinnest point and reaching into the periphery. Two elevation maps are generated, one based on a standard reference surface and the other on an enhanced reference surface, and the differences found between them are shown in a color code to facilitate evaluation: green for unremarkable, yellow for conspicuous, and red for potentially pathological. These features make the Pentacam AXL, OCULUS, Inc. DICOM software unique and sole source. IAW FAR 13.106-1(b), this contract action will be established with a single source, MellingMedical, because the original equipment manufacturer of the Pentacam AXL, Oculus, Inc., has furnished documentation delegating MellingMedical as the sole distributor for the Pentacam AXL into the Federal Government. This notice satisfies the requirement at FAR 5.201(b)(1) to publicize the proposed contract action. This notice of intent is not a request for competitive proposals or quotes. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Interested persons may identify their interests and capability to respond to this requirement no later than 5:00 PM Eastern Time, Friday, March 19, 2021. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government.
