This amendment makes changes to the solicitation as detailed on�page 1 of the amendment which states: The purpose of Amendment 0003 is as follows: I. �To announce that a site visit date has been scheduled for Tuesday, 3/23/21 @ 10:00 am. Please meet the escort at the PBI ATCT, 3550 Belvedere Rd, West Palm Beach, FL 33406 on the day of the site visit. �Bidders are not required to attend the site visit in order to place a bid. Please e-mail amanda.j.garen@faa.gov for a list of attendees that will be attending the site visit. II. To post the updated Wage Determination to betasam.gov announcement under the attachments/links section. All Offerors are required to acknowledge�amendment 0003 on page 2 of the SIR.�If this amendment is not acknowledged on page 2 of the SIR or signed and sent in with the bid package,�the bid will be considered non-responsive. //////////////////////////////////////////////////////////////////////////////////////////// Amendment 0002�posted on 2/24/2021 See formal SF30 Amendment titled ""6973GH-21-R-00038�Amendment 0002"" in�the�attachments/links section. This amendment makes changes to the solicitation as detailed on�page 1 of the amendment which states: The purpose of Amendment 0002�is as follows:� The FAA cannot hold a pre-bid site visit until the number of new COVID-19 cases in Palm Beach County, FL maintains less than 10 new cases per 100,000 people for 14 consecutive days. �As of 2/19/2021, the COVID numbers are at 16.70 per 100,000 people. Therefore, the SIR close date has been extended from 2/28/2021 to 3/31/2021 to accommodate a pre-bid site visit once the site reopens. All Offerors are required to acknowledge�amendment 0001�and provide a signed copy of the�amendment (SF30) with their bid submission. If this amendment is not acknowledged or signed,�the bid will be considered non-responsive. ///////////////////////////////////////////////////////////////////////////////////////////////////////////// The Federal Aviation Administration (FAA) has a requirement to replace the HVAC external ductwork on the PBIA ASR-11 building located at the Palm Beach International Airport, Palm Beach, FL. Please see attachments for specifics. The Acquisition Management System (AMS) applies to FAA in place of the�Federal Acquisition Regulation�(FAR) and various other provisions of Federal acquisition law. The contractor is responsible for furnishing all materials (unless noted otherwise in the contract documents), equipment, labor, transportation, insurance, notifications, licenses, permits, fees and supervision necessary to perform the work described in the attached Specifications, Drawings, and other attachments posted to this SIR. It is anticipated that a firm-fixed-price type construction contract will be awarded as a result of this solicitation. Site visit instructions can be found in the SIR, Section L, clause 3.2.2.3-63 Site Visit (Construction). � All questions regarding the project/scope of work/drawings must be received in writing to amanda.j.garen@faa.gov no later than 5:00 p.m. CST on January 22, 2021 to allow for responses to be provided prior to due date for receipt of proposals. Contractors must be registered with the System for Award Management, www.sam.gov on the date established for receipt of offers January 29, 2021. Reference AMS Clause 3.3.1-33 in the SIR, paragraph (d), �if the offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror.� The FAA reserves the right to review and verify each offeror's program eligibility. Proposals must be received by Amanda J Garen no later than 5:00 p.m. CST, January 29, 2021. E-mailed proposals (preferred method) shall be sent to amanda.j.garen@faa.gov and must contain 6973GH-21-R-00038 as part of the e-mail subject line. Any responses received after 5:00 p.m. CST, January 29, 2021, may not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of submittal vendor's response may be determined ineligible. As the FAA does not utilize sealed bidding contracting techniques, a public bid opening will not be held. Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the SIR process. This SIR/RFP is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals.
