Description
USAID/WA is an independent Operating Unit of the United States Agency for International Development (USAID), responsible for managing development programs that cover 21 countries , seven of which have bilateral USAID missions. The Strategic Plan of USAID/WA envisions �Inclusive social and economic development increased in a more resilient, democratic, integrated West Africa.��� The Mission is committed to achieve this goal through programs in the following areas: peace and governance, health, agriculture and food security, environment and natural resources management and trade and investment. USAID/WA coordinates and enhances other USAID programs in the region and builds and sustains partnerships with West African governments and regional institutions to focus on four foreign policy objectives. The Senior Health Advisor is an integral member of the West Africa Regional Health Office.� S/he is a senior professional and expert in his/her field who leads donor and partner coordination related to FP/RH; provides evidence-based technical advice to USAID/WA; develops strategic approaches to learning and leveraging FP/RH programs throughout the portfolio, within USAID/WA, and in collaboration with bilateral USAID FP/RH programs as applicable; designs and manages projects and programs related not only to FP/RH but also to MNCH, Nutrition and other health projects� in West Africa. S/he also ensures internal and external family planning and environmental compliance to USG policy and legislative requirements. Currently, RHO works under a Regional Development and Cooperation Strategy (RDCS) 2015 - 2021 though a new RDCS was recently approved. FP/RH activities under this strategy include one, four-country service delivery bilateral mechanism, and several field support activities to complement the service delivery on policy and advocacy, commodity security, social and behavioral change interventions and cross-cutting health systems strengthening. Key areas of programming include: leveraging US bilateral missions, donors and private sector and civil society programming to accelerate progress and in scale-up of High Impact Practices (HIPs) in West Africa; provision of technical expertise related to the FP/RH, MNCH and Nutrition in West Africa, policy and advocacy support; and logistics and supply chain management at regional and national levels. An expert in his/her field, the incumbent will provide strategic and technical input to international and regional donors and partnerships, (e.g. OP, FP203���� 0, ECOWAS and WAHO), national Ministries of Health, implementing partners, and USAID management at all levels. Representing these issues, often political and sensitive, requires diplomacy and negotiation skills. The incumbent will represent the USAID/WA Mission on these issues to government officials throughout the region - both Anglophone and Francophone - partners and potential partners. S/he will represent these issues to USAID senior management with offices throughout the Mission, and with USAID/Washington. S/he will seek to leverage USAID�s influence and convening power in these areas. The incumbent will be designated as a Contracting/Agreement Officer�s Representative (COR/AOR) and/or Activity Manager for one or more FP/RH, MNCH or Nutrition activities.
