Description
REQUIREMENT:� The United States Coast Guard is seeking to acquire a lease for waterfront property, land, and mooring space within a (10) ten mile radius�from USCG Station Fort Myers Beach located at 719 San Carlos Drive, Fort Myers Beach, Florida 33931.� DELINEATED AREA/DETAILS:� Waterfront property in Fort Myers Beach, Florida on a navigable waterway with access to the Gulf of Mexico, located within a (10) ten mile radius�of the existing USCG Station Fort Myers Beach.� The location must be suitable for construction of a temporary station with associated circulation, parking, and accessible shoreline to include moorings for boats up to 87� in length requiring a water depth of 15 feet at mean low water.� The property may be improved or unimproved. EXPRESSIONS OF INTEREST:� Must be submitted in writing and should include a minimum of information that follows.� The proof of property ownership or authority to enter into a contract to convey exclusive rights of subject property, such as a warranty deed or a property management contract with the owner which includes the owner�s warranty deed.� Provide a recent survey, if available.� Include information addressing the criteria as listed. CRITERIA:� Properties will be ranked based on the following: Geographic location:� Within the above delineated area, preference will be given to sites closer to the USCG Station Fort Myers Beach. Provide a map indicating location. Ownership or Term:� Properties available for a minimum of a two (2) year lease are preferred.� For properties available for lease, willingness to enter into a longer term is preferred. Site access:� Preference will be given to properties with established, well-maintained roadway access.� Parties indicating a willingness to make improvements and provide such access if not currently available will be give similar preference. Environmental impact/restrictions:� Preference will be given to properties where construction will result in less negative environmental impact and locations without costly environmental restrictions.� These considerations include ease of obtaining environmental permits, such as those issued by the Army Corps of Engineers, and any associated mitigations and implementation costs.� The Coast Guard will not assume any liability for properties with environmental issues, however, each will be evaluated on a case by case basis. Specific Requirements:� Property must accommodate the following specifications and/or provide viable alternate solutions: Location should be preferably less than 30 to 45 minute drive from USCG Station Fort Myers Beach in Florida.�� Attached delineated map shows the radius of USCG Station Fort Myers Beach. The term of the lease would be for two years commencing on or about June 1, 2021 through May 31, 2023.� There may be an optional year added to the lease with the consent of the Lessor.� Location would serve as a temporary location for USCG STA Fort Myers Beach allowing for vacant land, docking/marina space, suitable for portable trailers, modular, mobile housing/office support.� In the case where there is no vacant land available, substitute housing, offices and trailer locations are a consideration. Provide mooring for two 29� RB-S boats, two 45� RB-M boats, one 87� Coastal Patrol Boat USCGC CROCODILE.� The USCGC Crocodile mooring space and draft navigational requirements are Length: LOA: 87 ft. (27 m), Beam: 19 ft. 5 in (5.92 m), Draft: 5 ft. 7 in (1.70 m).� Provide electrical shore tie capabilities and fuel for small boat and cutter mooring/berthing.� Provide adequate fendering system and a brow.� Minimum 15� draft at pier for 87' USCGC Crocodile.� Sewage connection with 1.5 inch camlock fitting or pier space to accommodate sewage tank rental and periodic vacuum truck service.� Provide secured mooring safety 24/7 for all vessels (CCTV, Security, and Lighting).� Placement of two 29� boat trailers, Small boat shore ties: 2 45� boats, each require electricity, 87� requires sewage, water, electricity, and CGOne/telephone. Oily waste offload via truck availability.� Availability to place several 10 � 15 ft. trailers on the property or have equivalent offices, galley, meeting room and berthing space for the crew of on-duty CG personnel servicing 24/7 operations requirements to maintain Search and Rescue, Law Enforcement and Boating Safety federal mandate.� Location accommodates trailers to support mission readiness for offices, galley, meeting rooms and berthing.� Fueling location/station.� Wireless internet/hardwired.� A boat ramp and a boat lift.� Availability to place (3) three CONEX storage boxes on the property and/or alternate storage space in the nearby vicinity.� Access to potable water. Access to trash dumpster.� HAZMAT disposal.� Position an armory approximately 80 sq. ft., ready service locker 10 sq. ft., and outside above ground mag storage 16 sq. ft.� Space to put a covered boat storage for maintenance purposes. Housing availability for on-duty personnel varying from berthing trailers, apartments, portable trailers, etc. Provision secure parking spaces, whether on asphalt or gravel, for (3) three large government vehicles, (3) three 29� boat trailers and (25) twenty-five personnel vehicles.� Provide camera surveillance security system to maintain perimeter security of CG personnel, dignitaries, visitors, vessels and equipment. Utilities:� Preference will be given to properties with close proximity to existing public utilities, including water, sewer, electrical power, natural gas, telephone, cable television, and high-speed internet connectivity.
