(11) Place of Performance: ������������������������� Philadelphia, PA (12) Unrestricted Status: ����������������������������� 100% set-aside for small business a. This is a combined synopsis/solicitation for commercial services prepared in accordance with Federal Acquisition Regulation (FAR) Part 13 and Subpart 12.6, as supplemented with additional information included in this notice. Proposals are being requested and a formal written solicitation will be included as part of this submission. (SEE ATTACHED SOLICITATION). This office will not accept any telephonic, written, or faxed requests for a copy of the solicitation. The official media of distribution for this RFQ is the web. Contractors may download the solicitation (including any drawings/specifications) and any amendments via the beta.SAM web site at https://beta.sam.gov/. It is the Offerors� responsibility to monitor the beta.SAM web site for any amendments. b. The Solicitation Number for this acquisition is W912BU21Q00012 and a separate attachment (SF1449) is issued as a Request for Quote (RFQ). c. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101, dated 10-26-2018. Clauses and Provisions are available on line at HTTP://farsite.hill.af.mil. d. This requirement is 100% set-aside for small business; the NAICS code is 336611 with a size standard of 1,250 employees. e. The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price contract for the contractor to modify the Boat Deck steel to provide a suitable foundation for the installation of a new Government Furnished Hiab X-HIDUO 082E-3 on the Starboard side Boat Deck Aft, on the Dredge McFarland, in accordance with reference drawings and specifications in accordance with Statement of Work (SOW). Award shall be made based on the lowest price and technically acceptable. The contractor shall provide all necessary labor, material, services, mobile crane, rigging, parts, tools, staging, transportation, material and equipment to perform and complete the work in accordance with the following specifications.� The Government will provide access to the vessel. Period of performance is approximate 30 April 2021. STEEL WORK All new hull plating and shapes shall be fabricated from ABS Structural Steel or ASTM A36, �Specification for Structural Steel�, and shall be sand or shot blasted in the shop and given one full primer coat prior to installation. Any fastenings in way of replacement steel shall be replaced as required. All personnel performing welding operations shall be certified (ABS, USN, USCG or Equivalent) for the welding procedures being performed. * NOTE:� All welder certifications shall be submitted to the COR at the start of the repair period. This includes any subcontracted welders. The contractor shall provide at least l fire watch for the welding and/or burning/arc- gouging and have line of sight contact with these operations at all times. The fire watch shall remain on-site for a minimum of one hour after completion of the work. If work is being performed on a bulkhead and/or a deck, a fire watch shall be posted on both sides of the bulkhead and/or deck, with the same latent fire hazard monitoring to apply on both sides of the bulkhead and/or deck. The electrodes used throughout the work shall be E70 as noted in General Note #12 of 333-E455-02, suitable for use with the parent metal at each weld. Electrodes shall be received on the job in unbroken packages bearing the manufacturers' label or be otherwise marked. All new steel, disturbed existing steel on the vessel, and all welds, shall be prepared to Commercial Blast standards and coated with one coat of contractor-furnished Rust Grip paint and one coat of PPG Ameron paint to match the existing scheme as detailed below.� All steel shall be final coated and allowed sufficient time to cure before the crane is installed. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101, dated 10-26-2018. FAR Provisions and Clauses applicable to this acquisition are incorporated in their entirety. h.
