- SOURCES SOUGHT This announcement should not be construed as a Request for Quote (RFQ) or a commitment by the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this Sources Sought. The Government will not be liable for payment of any expenses incurred as a result of responding to the Sources Sought. Naval Supply Systems Command, Fleet Logistics Center, Sigonella (NAVSUP FLCSI)�Naples, Italy Detachment, is checking the market to see if there are sources capable of providing maintenance and customization of the INFORMA custom developed Maritime Trade Mapping Tool. - The Maritime Trade Mapping Tool was developed using commercial off-the-shelf software (COTS) products Embarcadero Delphi, TGlobe, Microsoft Access, and ComponentAce Absolute and INFORMA products. - The Trade Mapping Tool is Windows based and produces graphical worldwide ocean-born trade models by tons and types of cargo, utilizing publicly available United Nations and other publicly available import and export reports. - The Trade Mapping Tool provides a numeric and graphical display of all ocean borne trade by route worldwide. Users have the ability to customize and manipulate the output, show or hide individual routes, and alter their parameters. At a minimum the source shall: - Obtain the necessary data, and have the necessary access to INFORMA products to maintain the INFORMA Trade Mapping tool. The main task is to provide the trade, transit and movement data. The supporting task is to maintain the software. - Have the ability to analyze the current year�s trade, transit, and movement data and validate it against the previous year�s trade, transit, and movement data. - Ensure the data is functioning correctly, provide software maintenance (i.e. repairing software errors, making updates, performing user required enhancements), software documentation, data reports, and database updates. PROCUREMENT BACKGROUND This is follow-on to previous efforts. This requirement is currently performed under sole-source contract N68171-16-D-0008, which expires on 31 July 2021. The incumbent is INFORMA UK LTD, CAGE Code: U03Q8, and the place of performance is the United Kingdom. General Requirements The Draft Performance Work Statement is provided as Attachment (1). ADDITIONAL INFORMATION The period of performance is anticipated to consist of a base year of 12-months with up to four 12-month option periods, and will also include the possibility to extend the period of performance for an additional six months, in accordance with FAR 52.217-8 �Option to Extend Services�. The contract type will be Firm-Fixed-Price, Indefinite Delivery Indefinite Quantity (IDIQ). ELIGIBILITY The NAICS Code for this requirement is dependent on results from the Sought Sought and Virtual Industry Day(s). The anticipated NAICS code will be 511210, Software Publishers. Anticipated FSC is B506, Special Studies/Analysis- Data. This Sources Sought Synopsis is requesting responses from all vendors that can provide the required OCONUS services. SOURCES SOUGHT SUBMISSION DETAILS Interested parties are requested to submit a capabilities statement of no more than five (5) pages in length in font of not less than 10 pitch. The capability statement shall include a brief discussion of the vendor�s ability to meet all PWS requirements. Your response to this Sources Sought shall be submitted via email to the Contract Specialist, Ms. Sarah Sprinkle, email: sarah.sprinkle@eu.navy.mil, and Contracting Officer, Ms. Jennifer Lee, email: Jennifer.Lee@eu.navy.mil, in either Microsoft Word or Portable Document Format (PDF). The deadline for responses to this request is 1600 hours, Central European Time (CET), on Monday, 29 March 2021. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly.
