- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Complete responses to this notice shall be in the following format: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of Large or small business, e.g. Services Disabled Veteran Owned Small Business, Veteran- owned small business (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. ************************************************************************************ This requirement is for Histology Services. The Phoenix VA Hospital requires the contractor to provide histological protocols on animal research study brains, and provided stained and unstained histological to the VA at the Phoenix Arizona Veterans Affairs Health Care System in Phoenix, Arizona. The Phoenix VA Health Care System, Carl T. Hayden Medical Center located at 650 E. Indian School Road, Phoenix, Arizona 85012. It requires histological services that must be able to fulfill the below requirements: Contractor to receive 87 Rat Brain Hemispheres that have been removed from the skulls, appropriately fixed and stored: REQUIRED SERVICES The tissue will be trimmed to yield the area of interest: bregma +5.5 to -9.48. Dispose the trimmed off tissue. Embed up to 32 Rat Brain Hemispheres Using MultiBrain® technology together per block, into 3 blocks, freeze-sectioned at 40 in the Coronal plane through the entire less olfactory bulbs section of the Rat Brain Hemisphere (~15mm in length). All sections that are cut will be collected into a series of 24 cups containing antigen preserve solution. Perform the following stains through the entire less olfactory bulbs on every 8th section spaced at 320 intervals, yielding ~47 2 x 3 slides per block (~47 stained sections per Rat Brain Hemisphere, ~3713 stained sections total) per stain: Amino Cupric Silver method to reveal degeneration, counterstained with Neutral Red to reveal cell bodies Iba1 Immunohistochemistry to reveal microglia SNAP25 Immunohistochemistry (or similar synaptic stain) to reveal synaptosomal associated protein 25 Returned deliverables will include cover-slipped, labeled, and serial ordered slides in appropriate slide boxes. Unstained tissue will be returned in specimen cups. CONFORMANCE STANDARDS: The slides will be shipped to Phoenix VA Health Center. 15 cups of cut, unstained, free-floating sections will be sent in antigen preserve solution, for each block, approximately 30 days after the shipment of the stained slides. This delay will allow time to review the stained slides and request additional stains on this reserve of sections. The total number of sections to be sent unstained and free-floating in Antigen Preserve is ~18,486. The contractor shall provide all resources necessary to accomplish the deliverables described in this PWS, except as may otherwise be specified. ************************************************************************************* Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this source sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 541714 Research and Development in Biotechnology (except nanobiotechnology). Size Standard: 1,000 Employees. Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications within SAM. Additionally, all Service- Disabled Veteran-Owned Businesses or Veteran Owned Small Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. All interested Offerors should submit information by e-mail to ronald.fantasia@va.gov All information submissions shall be received no later than 3:00 pm Eastern Standard Time on 3/24/2021. After review of the responses to this announcement, the Government intends to proceed with the acquisition and a subsequent solicitation may be published.
