- Basic Services (Base Year): The contractor shall provide all qualified personnel, management, supervision, materials, and other items and non-personal services necessary to perform environmental services associated with implementing the remedial action for the site. Services include enhanced Soil Vapor Extraction (SVE) design, construction, and reporting; revision of the Sampling and Analysis Plan (SAP); revision of the Operations &Maintenance (O&M) manual for the Soil Vapor Extraction System (SVES); Soil Gas Remedy System Maintenance and Monitoring; and groundwater and soil vapor monitoring. No work shall be accomplished beyond what is specified in this PWS unless specifically directed by the Contracting Officer. 5.1.1 Kick-Off Meeting: The Contractor shall attend a project Kick-off meeting or tele-conference within 30 days of contract award to discuss task requirements and expectations. 5.2 Task 1� Enhanced SVE RA Design The contractor shall perform site research in order to support and inform the Enhanced SVE RA Design and Work Plan (Task 7 � Base Year optional task). The contractor may propose and conduct field work and sub-surface investigations to support the rationale for locations and design details for new SVE wells and soil fracturing locations. 5.3 Task 2� Groundwater Sampling and Analysis This task is in the Base Year of the contract. The contractor shall perform groundwater sampling and analysis, routine quarterly sampling at fifty-three (53) monitoring wells and two (2) extraction wells. The raw groundwater data shall be submitted, in electronic form, to USACE for review within two (2) weeks of the contractor receiving the data from the lab. 5.3.1 Task 2a: Quarterly Sampling and Analysis - The basic requirement in this PWS is three (3) quarterly events. The fourth quarter 2021 sampling event and reporting is an optional task for the base year (Task 8). The sampling frequency at certain wells may be yearly or semiannually: this information will be presented to the contractor prior to contract negotiations, and when finalized will be documented by USACE in a SAP addendum. Additional events may be provided as optional items (Section 5.8). The results of the sampling shall be reported to USACE and EPA in the Quarterly Operation and Monitoring Reports as elaborated below. The distribution and schedule of the reports is specified in Section titled Technical Exhibit 2 below. Sample collection methods and analytical methods shall be in accordance with the project SAP. The Quarterly report shall include at a minimum: a. Introduction b. Site Map c. Description of groundwater, soil vapor, and indoor air sampling activities d. Treatment system data collection activities e. Sample results in summary data tables and posted on figures f. Data quality review g. Discussion of results and recommendations h. Compilation of inspection, maintenance, change-outs, and repair activities i. System performance j. Modifications to operation k. Data trend charts l. Copies of inspection logs m. Contaminant plume delineation n. Capture Zone analysis o. Evaluation of monitoring and performance data p. Evaluation of remediation progress These reports will be reviewed by the Government project team, and comments will be provided. The contractor shall be required to address comments by providing improvements in the next quarterly report, or by providing correction pages and insert pages for the current report. 5.4 Task 3�Soil Gas Remedy System Maintenance and Monitoring This task is in the Base Year of the contract. The contractor shall operate, maintain, and monitor the soil gas remedy in accordance with the procedures specified in the O&M Manual. During active SVE operations, weekly site visits to inspect the equipment, log the operating parameters, and perform routine maintenance tasks is the on-site requirement for the long-term operation. Presume that the SVES will be continually run during the base year of the contract; the continuity of operations shall be maintained to the greatest extent practicable during construction of the enhanced SVES. Costs for this task shall be invoiced quarterly. Activities included in operation and maintenance shall include, but not be limited to: 5.4.1 Task 3a: Operation and Maintenance- The base task includes nine (9) months, January 2021 through September 2021 of the routine field work and management activities associated with operating and maintaining the SVES in accordance with the O&M Manual / Revised O&M Manual. O&M activities for October 2021 through December 2021 O&M is under an optional task for the base year (Task 9). The task includes all operating and maintaining efforts anticipated for the existing and enhanced SVES. All costs for utilities (including sub-slab depressurization power), repairs, parts and supplies shall be included in this item as long as the cost is below $1,000. Repair actions over $1,000 shall require the Contracting Officers approval in the form of a contract modification. 5.4.2 Task 3b: Vapor Sampling and Analysis- The contractor shall perform vapor sampling & analysis at the existing nine (9) vapor monitoring wells and three (3) extraction wells in three (3) quarterly events from January 2021 through September 2021. The fourth quarter 2021 sampling event and reporting is under an optional task for the base year (Task 9). If the expanded / enhanced SVES is online prior to January 2022, costs for proposed sampling at additional wells shall be included under Option 1. The results of the sampling shall be reported to USACE and EPA in the Quarterly Operation and Monitoring Reports. In addition to the vapor monitoring wells, treatment system sampling requirements included under this task include monthly samples of the system influent and effluent. Sample collection methods and analytical methods shall be in accordance with the project SAP (and/or revised SAP, as applicable). Concurrent with the sample collection effort, vacuum readings shall be collected at all sampling locations, and flow measurements shall be collected at all active SVE wells and the treatment system. 5.5 Task 4�Monthly Meetings This task is in the Base Year of the contract and covers monthly meetings through December 2021. The contractor shall conduct monthly status update meetings, via teleconference and/or video conference, with USACE, EPA, and other stakeholders. The contractor�s project manager or designee shall prepare and submit an agenda prior to each meeting which summarizes work accomplished from the time of the previous meeting, updates schedules, and lists other pertinent discussion points. The contractor shall prepare meeting minutes and submit minutes via email to the USACE PM and Technical Lead within one week of each monthly meeting. 5.6 Task 5 - Project Management The PBA approach requires careful coordination of project activities to ensure that all stakeholders are kept informed of the project status, existing or potential problems, and any changes required to prudently manage the project and meet the needs of the Installation's project stakeholders and decision-makers. The Contractor shall be responsible for the following project management activities: 5.6.1 Project Management Plan (PMP) This task is in the Base Year of the contract. The Contractor shall develop and maintain a detailed Project Management Plan (PMP). The PMP, based on the schedule prepared as part of the Contractor proposal, shall specify the schedule, technical approach and resources required for the planning, execution, and completion of the performance objectives. The first draft of the PMP shall be due within thirty (30) calendar days of contract award and shall include a payment milestone plan. Elements of this draft PMP shall be part of the offeror�s proposal submittal. The draft PMP, proposed payment milestones, and subsequent revisions shall be subject to Army review and approval, through the COR. The final PMP shall be due within 30 calendar days of receipt of COR comments on the draft PMP. A payment milestone shall be established for Army approval of the final PMP through the COR. All documents must be produced as indicated in this PWS. The Government, through the COR or PM, will receive initial draft documents and will provide comments to the Contractor within thirty (30) calendar days. Once initial comments are addressed, the Army will review revised draft final documents before submission to appropriate regulatory agencies. The Contractor shall ensure that review periods are consistent with the applicable regulatory drivers. All documents shall not be identified as final until completion of stakeholder coordination, when they will be signed and finalized. The Contractor shall propose deliverables and payment milestones as part of its proposal, and if approved by the Government, included as part of the PMP. Final decisions regarding the adequacy of milestone and deliverable completion resides with the COR and will be based on the appropriate acceptance and approval of required documentation by Regulatory Agencies, consistent with CERCLA and the NCP. 5.6.2 Project Schedule This task is in the Base Year of the contract. As part of the PMP, the Contractor shall develop and maintain an Activity-Based Schedule that fully supports the technical approach and outlines activities and milestones defined at the appropriate detail level and logically sequenced to support and manage completion of the performance objectives in this PWS. Additionally, the due dates for all payable deliverables shall be identified. A payment plan shall be included with the schedule that may allow for payments to the Contractor based on successful completion of interim milestones proposed by the Contractor. Activities identified in the QASP should be appropriately coded in the project schedule to allow for planning of QA inspections. It is the Army�s intent to make all payments after verification of milestone completion in accordance with this schedule. Unless otherwise noted in Table 1 of this PWS, all performance objectives must be completed within the allowable contract period of performance provided all contract options have been exercised. The Contractor shall need to take into account the existing or future schedules developed under the applicable regulatory drivers listed in Section 1.0 of this PWS. The Contractor shall also need to coordinate activities with the COR to ensure that the proposed project schedule does not conflict with other contractor activities on site, or interrupt Installation mission activities. As part of the PMP, the Contractor shall identify and implement a means for providing project status reports to the COR. The PMP shall address the frequency and content of status reports. The Contractor shall update the PMP to reflect progress towards achievement of the performance objectives and delineate proposed actions to accomplish future project milestones. 5.7 Base Year Options 5.7.1 Task 6 - SVE System Carbon Change-Out (Base Year Option) This option may be exercised during the base year of the contract. Additionally, optional tasks for SVE carbon change-out are included for the first option year, second option year, or third option year of the contract. The contractor shall perform one change-out of spent vapor phase carbon in the SVE system. The costs shall be priced per change-out, assuming disposal costs at the lowest hazard level. For carbon change-outs, the low hazard level is non RCRA hazardous and insignificant radiation to require special disposal. The work included in the subtask includes materials, delivery, change-out, waste profiling, disposal, and all management activities associated with the sub-task. Invoices from media vendors, haulers, and disposal facilities shall be attached as appropriate to the invoice to document completion of the change-out and receive payment. 5.7.2 Task 7 - Enhanced SVE RA Design and Work Plan (Base Year Option) This Base Year Optional Task may be exercised once funding allows, and the contractor will not be given the notice to proceed for this task until the ROD has been signed. The contractor shall design the enhanced SVE system as codified in the ROD. In addition to the ROD, the remedial design shall be based on all historic site information and current site conditions. As detailed in the FS and the ROD, the design shall consider the contaminant ""hot spot"" near Hintze Avenue and the RA Implementation Report shall provide assessment of the contaminant hot spot. The enhanced SVE components shall be integrated into the existing SVE system to the maximum extent practicable. 5.2.1 Task 1a: Enhanced SVE Remedial Design / RA Work Plan: The work plan shall include at a minimum: a. Introduction b. Site Maps c. Summary of current site conditions d. Rationale for locations and design details for new SVE wells and soil fracturing locations. e. Site Specific Health and Safety Plan The document shall be submitted in draft, draft final, and final versions. 5.7.3 Task 8 - Additional Groundwater Sampling and Analysis (Base Year Option) This option may be exercised for the base year and provides for one (1) additional quarterly event of groundwater monitoring as specified in Task 2, extending the groundwater monitoring efforts through December 21, 2021. 5.7.4 Task 9 - Soil Gas Remedy System Operation and Maintenance (Base Year Option) This option may be exercised for the base year and provides for three (3) additional months O&M of the soil gas remedy and for one (1) additional quarterly event of vapor sampling and analysis as specified in Task 3, extending the SVE system O&M and vapor sampling and analysis efforts through December 21, 2021. There are Option years for this work as well.
