Description
The Centers for Disease Control and Prevention (CDC) Office of Infectious Diseases, National Center for HIV/AIDS, Viral Hepatitis, STD, and TB Prevention, Division of HIV/AIDS Prevention, Laboratory Branch intends to award a sole source firm fixed price purchase order to Emory University - Prism Health. The work is to coordinate special blood collection types on available HIV-positive and -negative cohorts for the purposes of providing appropriate specimens suitable for highly regulated CLIA validations of HIV tests. To meet the specimen collection requirements, the contractor must have access to participants for the venipuncture blood draw and provide them a blood sample self-collection kit that has already been validated for self-collection of microtainer and dried blood spots.� The participants must perform the self-collection, unsupervised, and send the specimen to CDC within 24 hours of their venipuncture draw.� The contractor must provide the venipuncture sample collected at their clinic to CDC within 4 hours of collection.� CDC will test the venipuncture sample as the current approved method for HIV viral load to those of the self-collected specimens to compare equivalence of test results.� These evaluations are required by CLIA and FDA for consideration in self-testing validation and approval to expand options for HIV testing in alignment with EHE goals. No other vendors have access to the participant population required for specimen collection and comparison for the current study, or the extensive experience with the collection of all 3 specimen types, venipuncture blood at the clinic and self-collected DBS and MCT. Emory University - Prism Health is the only vendor with the capacity, experience, and therefore, is the only vendor able to meet the Government�s need. The purchase order will be awarded for one year (4/1/2021 � 3/30/2022). This requirement is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (Simplified Acquisition Procedures and 10 U.S.C. 2304(c)(1). �Interested vendors may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS; however, all responses received within fifteen (15) days of the issuance of this notice will be reviewed by the government.� A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� Any response must be emailed to the contract specialist at DThreatt2@cdc.gov by 2 April 2021 by 3:00 PM EDT.
