Page 4 of 4 SPECIAL NOTICE NOTICE OF INTENT RN Scope of Practice 3677621Q0185 The Department of Veterans Affairs and the Office of Nursing Services want to enter a contract with a vendor to research and compile Scope of Practice statues, Orders, and Regulations for all 50 states, Puerto Rico, and Washington DC for Registered (RN) and Licensed Practice Nurses (LPN). The Office of Nursing Services (ONS) provides leadership, guidance and strategic direction on all issues related to nursing practice, education, research & workforce for clinical programs across the continuum of care and care delivery sites that impact our Veterans. VA Nursing is a dynamic, diverse group of honored, respected, and compassionate professionals. VA is the leader in the creation of an organizational culture where excellence in nursing is valued as essential for the delivery of quality healthcare to those who served America. A federal decision established authority for the Department of Veteran Affairs to develop occupation-specific national standards of practice. Occupation specific national standards of practice will allow Department of Veterans Affairs (VA) to utilize widely accepted best practices across the VA system irrespective of State requirements or restrictions. The guidelines in which these standards must be formed calls for a thorough review of current state scopes of practice and comprehensive data collection to identify how the proposed national standard of practice aligns or does not align with the current scopes of practice in all States. Temple University shall provide for the following: The contractor shall provide scope of practice datasets, 10 states at a time until all states are captured. If for any reason, any deliverable cannot be delivered on time according to the below schedule, the contractor shall provide a written explanation three days prior to the due date to the Contracting Officer Technical Representative (COTR). This written transmittal shall include a firm commitment of when the work shall be completed. This transmittal to the COTR shall cite reasons for the delay, and the impact on the overall project. The COTR will review collaboratively with the program office and facts and issue a response in accordance with the contract terms and conditions. Unless otherwise specified an electronic copy shall be placed in the designated CBO SharePoint site or other CBO-designated site. Specifically, the contractor shall: 1. The contractor will use the 43 existing variables included in the current LawAtlas Registered Nurse Scope of Practice dataset that would feature 30-35 additional coding questions covering scope of practice laws for licensed practical nurses, medication administration limitations, protocols, consults, telehealth, alternative/non-invasive therapies, permissions by medical settings, and additional scopes of practice initiated by COVID-19. The final scope of this expansion will be tailored through further consultation with the funder and subject matter experts, and additional scoping research on the desired variables. The researchers will finalize the variables in consultation with the funder, then collect, code and create current cross-sectional data to cover the state of the law for registered nurse (RN) and licensed practice nurse (LPN) scope of practice in 50 U.S. states, Puerto Rico, and the District of Columbia.. a) Deliver initial dataset (10 states) to the Office of Nursing for review within 90 days of signed contract b) Deliver subsequent datasets, 10 states at a time for the Office of Nursing for review within 60 days of previous dataset 2. The contractor will compile all results from Task One a) A final compiled report of all 50 states, Puerto Rico, and Washington DC which includes a full review of coding and cautionary notes and updating any publication documents. Publication of this information will be up to the discretion of the Department of Veterans Affairs. This procurement is being conducted in accordance with FAR 13 Simplified Acquisition Procedures. This service is specific to one contractor; Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This service is not available through any other business. The NAICS code for this procurement is 812990 and the Small Business Administration Size Standard is $ 8.0 million. This notice of intent to sole source is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes itself capable of meeting the requirements may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. Responses to this notice are due on or before 3/29/21, 12:00 pm ET to this procurement s contract specialist, Benjamin Niznik, at Benjamin.Niznik@va.gov. Submittal Information: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a single spaced, 12-point font minimum, response to the information identified in the Sources Sought Notice. Please also submit a cover page which includes, at a minimum, the company s name, address, Dunn & Bradstreet (DUNS) number, General Service Administration (GSA) contract number (if applicable), point-of-contact name, phone number, and e-mail address. Companies shall provide clear and unambiguous evidence to substantiate their capability to fulfill the requirements outlined in this Sources Sought Notice. Please provide Company business size and status - (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Women-Owned Small Business, etc.) Any affiliate information (parent company, joint venture partners, potential teaming partners, and VA Mentor Protégé Program membership status), as well as the number of years in business should also be provided.
