- Page 3 of 3 Department of Veterans Affairs Veterans Health Administration March 18, 2021 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE COVID-19 Executive Program Management Support 36C77621Q0175 INTRODUCTION: The Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC), intends to award a contract on a sole source basis with Prometheus Federal Services, LLC, a Service-Disabled Veteran-Owned Small Business, for executive program management support services to the VHA front office for the Undersecretary for Health and the VHA Chief of Staff to assist in COVID-19 projects. Performance will primarily be in Washington DC; however, travel is anticipated. The performance period will be nine months - March 31, 2021 thru December 31, 2021. REQUIREMENT: The VHA, PCAC requires a contractor to provide COVID-19 program management support, including planning and execution tasks such as: project definition, planning, budgeting, tracking, communications, content creation, implementation and closeout of each assigned project. The program requires the contractor to manage COVID-19 projects, perform contract management, perform monthly Program Management Reviews for strategic planning support, meeting support, technical writing, and COVID-19 Communications and Presentation Management. ADMINISTRATIVE: The VHA, PCAC intends on awarding this contract pursuant to the authority of 38 U.S.C ยง 8127 (c) (Also known as the Veterans First Contracting Program) implemented under VA Acquisition Regulation subpart 819.70, which provides the authority to directly contract with a Service-Disabled Veteran-Owned Small Business or a Veteran-Owned Small Business concern. It is anticipated that a firm-fixed price contract will be awarded in accordance with Federal Acquisition Regulation Parts 12 and 13.5. The applicable NAICS code is 541611 with a size standard of $16.5 million. DISCLAIMER: This notice of intent to is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may identify their interest and capability to respond to the requirement by submitting a capability statement in accordance with the procedures stated herein. The capability statement may be considered by the agency only if received by the closing date and time of this notice. Any response to this notice must show clear and convincing evidence that the responding company can meet the requirements of the Government. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
