1. This is a combined synopsis/solicitation for commercial services/items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. 1.A. Project Title: Air Compressor Repair 1.B. Description: Repair Utility Air Compressor #1 and #2 in Building 2 at VA SD. 1.C. Project Location: 3350 La Jolla Village Drive, San Diego 92161 1.D. Solicitation Type - Number: Request for Quotes (RFQ) - 36C26221Q0482. 1.E. Set Aside: This solicitation is 100% set aside for Service-Disabled Veteran Owned Small Businesses IAW Public Law 109-461, 38 USC Section 8127 1.F. Applicable NAICS code: 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance 1.G. Small Business Size Standard: $8 Million 1.H. Type of Contract: Firm Fixed Price 1.I. Period of Performance: 30 days from award 1.J. Wage Determination: SCA Wage Determination No. WD 2015-5635, revision 14 2. Scope of Work. VA San Diego Healthcare System is seeking a contractor to repair their Kobelco Rotary Screw Air Compressors. 2.A. Specific Tasks 2.A.1. Provide and install the following (All parts must be Kobelco Certified Parts): 2.A.2. 2 Kobelco KNOW-B/L Intercoolers 2.A.3. 2 Tube Bundles, intercooler 2.A.4. 2 Kit, Gasket for intercooler 2.A.5. 1 Aftercooler 2.A.6. 1 Tube Bundle, aftercooler 2.A.7. 1 Kit, gasket for aftercooler 2.A.8. 1 Oil Cooler 2.A.9. 1 Gasket for oil cooler 2.B. Perform the following for each air compressor: 2.B.1. Remove the currently installed intercoolers and aftercoolers 2.B.2. Install the newly purchased intercoolers and aftercoolers 2.B.3. Take the removed intercoolers and aftercoolers and inspect, clean and return to customer for spare parts after passing inspection. If the coolers cannot be salvaged the parts will still be returned to the customer for personal inspection and removal. 2.B.4. Install a rental 50HP, oil free air compressor during the maintenance, check for proper operation prior to commencing service and provide training on how to use the rental air compressor. This will consist of hooking up the rental compressor to our cooling water system, the electrical system, all connections required to install the rental compressor, disconnecting the rental compressor and freight to and from the facility. 2.C. Additional Requirements. 2.C.1. The Contractor must setup barriers as required for the work being performed. 2.C.2. The Contractor must coordinate barrier locations with VA Project Manager. All barriers must separate the regulated area from adjacent areas. Barriers integrity must be maintained at all time during construction period 2.C.3. The contractor must coordinate dumpster locations, portables toilets, storage units, and staging areas with VA Project Managers. 2.C.4. Contractor will ensure their work will ensure continued access for delivery of Liquid Oxygen at the Bulk Oxygen Tanks adjacent to the east of the project area. 2.C.5. All Contractors employees must submit their OHSA certifications 2.C.6. Contractors must develop an inventory for all items that have been disposed or relocated. 2.C.7. The Contractor is solely responsible to verify by field measurement the size and location of all features. 2.C.8. Contractor must verify breakers and perform proper lock-out procedures. 2.C.9. Contractor must implement all requirements of VA Infection Control Risk Assessment (ICRA) Class IV and to provide barriers to maintain construction safety. 2.C.10. Contractor must complete the proper request forms, if necessary for after-hour request, badge request, Cutting and Welding request, and any other forms required to perform work safely and per the facility policies. 2.C.11. Contractor will execute measures to ensure least amount of disruption to operation of the facility and visitor s safety. 2.C.12. The Contractor must coordinate work with VA Project Manager and unit s staff to minimize disruption of their daily operations. 2.C.13. Contractors must have and provide all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely. Tools, equipment, and PPE must comply with the requirements of OSHA Standard 29 CFR 1910, Subpart I, and NFPA 70E. Prior to initiating work, Contractor must provide documentation that all instruments, test equipment, tools and PPE have current calibration. Dated calibration labels must be visible on all instruments, test equipment, tools and PPE as appropriate. 2.C.14. Contractor shall obtain all necessary licenses required to perform this work. Contractor shall take all precautions necessary to protect persons and property from injury or damage during the performance of this contract. Contractor shall be responsible for any injury to himself/herself, his/her employees, or others, as well as for any damage to personal or public property that occurs during the performance of this contract that is caused by him/her or his/her employees fault or negligence. 2.C.15. The Contractor must be aware of the existing site conditions, and existing utilities (their locations and operations), and to review as-build drawings and become familiar and knowledgeable of the building design and construction. The contractor must protect and preserve all existing equipment (government furnished or otherwise), furniture, office equipment, and building interiors/exteriors. The following submissions are required: 2.C.16. The Contractor must comply with all applicable Federal, State and local requirements regarding workers health and safety. The requirements include, but are not limited to, those found in Federal and State Occupational Safety and Health Act (OSHA) statutes and regulations, such as applicable provisions of Title 29, Code of Federal Regulations (CFR), Parts 1910 and 1926. The Contractor is solely responsible for determining the legal requirements that apply to activities and must ensure safe and healthful working conditions for its employees. 2.C.17. In the performance of this contract, the Contractor must take such safety precautions as necessary to protect the lives and health of the occupants of the building. Fire and safety deficiencies, which exist and are part of the responsibility of the Contractor, must be immediately corrected. If the Contractor fails or refuses to correct deficiencies promptly, the COR may issue an order stopping all, or any part, of the work. The Contractor must comply with applicable Federal, State, and local safety and fire regulations and codes, which are in effect during the performance period of the contract. The Contractor personnel must follow applicable facility policies concerning fire/disaster programs. The Contractor must perform the work in a manner consistent with the area security and fire safety regulations especially with regard to exits and exit way access. Utility shutdown must not compromise security, communication or fire safety for occupants. 2.C.18. No flammable liquids must be stored or used in the medical center. 2.C.19. The necessary number and appropriate types of portable fire extinguishers are required per National Fire Protection Agency (NFPA) 10 and NFPA 241. 2.D. Changes. The awarded Contractor is advised that only the Contracting Officer, acting within the scope of the contract has the authority to make changes which affect the contract in terms of quality, quantity, price or delivery. In the event the Contractor effects any such change at the direction of any person other than the Contracting Officer, the change shall be considered to have been made without authority and no adjustment shall be made in the contract price to cover any increase in costs incurred as a result thereof. 2.E. Parking. It is the responsibility of Contractor personnel to park only in designated parking areas. Parking information is available from the VA Police. The VA shall not validate or make reimbursement for parking violations of the Contractor s personnel under any circumstances. 2.F. Identification Badges: All Contractor personnel are required to wear identification (I.D.) badges during the entire time they are on the VA Healthcare System grounds. I.D. badges must have an identification picture and shall state the name of the individual and the company represented. 2.G. Smoking is strictly prohibited on the grounds of any VHA facility. Per VHA Directive 1085 dated March 5, 2019, it is VHA policy that all VHA health care facilities, including hospitals, community clinics, administrative offices and Vet Centers, will be smoke-free for patients, visitors, contractors, volunteers, and vendors effective October 1, 2019. There will no longer be designated smoking areas. 2.H. Insurance Coverage. 2.H.1. The Contractor agrees to procure and maintain, while the contract is in effect, Workers Compensation and Employee s Public Liability Insurance in accordance with Federal and State of California and/or Nevada laws. The Contractor shall be responsible for all damage to property, which may be done by him, or any employee engaged in the performance of this contract. 2.H.2. The Government shall be held harmless against any or all loss, cost, damage, claim expense or liability whatsoever, because of accident or injury to persons or property of others occurring in the performance of this contract. 2.H.3. Before commencing work under this contract, the Contracting Officer shall require the Contractor to furnish certification from his/her insurance company indicating that the coverage specified by FAR 52.228-5 and per FAR Subpart 28.307-2 has been obtained and that it may not be changed or canceled without guaranteed thirty (30) day notice to the Contracting Officer. 2.H.4. Contractor is required to provide copies of proof of Workers Compensation and Employee Public Liability Insurance within fifteen (15) calendar days after notification of contract award. 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05 Effective March 10, 2021.
