Description
This is a combined synopsis/solicitation for commercial items or services, prepared in accordance with the format in�subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This announcement constitutes only solicitation; quotes are being requested and a separate written solicitation will not be issued. Solicitation number 70Z04021Q60756Y00 applies and is used as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87, effective, 7 March 2016. It is anticipated that a competitive price purchase order shall be awarded as a result of this synopsis/solicitation. All responsible sources may submit a quotation, which if timely received, shall be�considered by this agency. The U.S. Coast Guard, Surface Forces Logistics Center (SFLC) intends to award a Firm Fixed Price Purchase Order. No down payments or advanced payments will be made to the awarded vendor. Payment will be made by Government Purchase order (Net 30 Terms) and the vendor shall assume financial responsibility until the service has been received by the US Coast Guard. All quotes shall be emailed to SK2 Chad Yearwood via chad.a.yearwood@uscg.mil and shall be received no later than 06/14/21 by 0900hrs (Eastern). All emailed quotes shall have 70Z04021Q60756Y00�in the subject of the email. The United States Coast Guard Surface Forces Logistics Center has a requirement for the following: SCOPE The Coast Guard requires a contractor to install and lag approximately 1,500 linear feet of piping in accordance with the SOW.� The contractor will be required to insulate various irregular shaped items such as valves, fittings and flanges. In addition, the contractor shall provide all materials, personal and equipment needed to perform all work as required. STATEMENT OF WORK The Coast Guard requires contractor services for marine pipe cover / insulator services to occur at the Coast Guard Yard in Baltimore MD. The services required shall be performed on-board 140� Penobscot Bay (Ship). The contractor services shall insulate the chilled water piping system using the Coast Guard drawing as references (attached). The insulation services will be required in various locations on-board the ship.The piping to be insulated will vary in size from 1/2� to 4�. The type of insulation to be installed shall be Armaflex, rubber or equal to. The type of jacket to be installed is brattice cloth and sealfas over the Armaflex insulation. The thickness of the insulation is �� (MIL-P-15280). The contractor will be required to insulate various irregular shaped items such as valves, fittings and flanges. In addition, the contractor shall provide all materials, personal and equipment needed to perform all work as required.� The insulation of the Chill Water, Hot Water, & Condensate Drain Piping system is required upon completion of the cutters availability. Piping installation may not be 100% IAW the drawings, so a site survey will be required to insure all pipe sizes and materials needed. The CG YARD prefers the contractor shall perform these tasks on second shift, starting anytime after 1600 hours. Contractor shall check in with the Ship�s Superintendent, Pipe Shop Foreman, or Leader at the beginning of each work day. The Coast Guard Yard will provide system drawings for insulating guidance. Period of performance for this contract will be on or about 08/09/21 to 08/27/21 (estimated). Insulation should be snug to piping with no gaps. Brattice cloth should be cover the insulation and be coated with Sealfas.� Contractor must have experience in installing Armaflex pipe insulation and brattice cloth with Sealfas.� Workers must be trained and have experience in properly installing pipe insulation.
