- Description
- Dear Prospective Offerors: USAID/Uganda, in cooperation with UKAID, is seeking proposals from qualified organizations interested in providing services to improve the government of Uganda�s responsiveness to citizens, service delivery, and stewardship of resources through strengthened accountability, deepened public participation and oversight, and reduced corruption in Uganda�s public service sectors. USAID will conduct this procurement under full and open competition under which any type of organization (U.S. and Non-U.S. commercial for-profit firms, educational institutions, and non-profit organizations) is eligible to compete. The procedures set forth in Federal Acquisition Regulation (FAR) Part 15 apply. USAID anticipates awarding a five-year Cost-Plus-Fixed-Fee (CPFF) Term type LOE contract with options�for a total estimated cost between $35,000,000 and $40,000,000. The purpose of providing an estimate is to help Offerors develop their proposals. Offerors should propose costs that are appropriate, realistic, and reasonable, and are in accordance with their proposed approach for achieving results. The Final LOE and contract amount will be negotiated based on the successful offeror's proposal. Synopsis Accountability is a core pillar of USAID�s work in strengthening democratic government and is essential to realize the aspirations of USAID/Uganda�s Country Development Cooperation Strategy (CDCS). �USAID/Uganda has supported accountability efforts in Uganda for several years; this activity will be the next iteration of the Mission�s evolving approach.� The objective of the USAID Strengthening Systems and Public Accountability Activity is to improve the Government of Uganda�s responsiveness to citizens, service delivery, and stewardship of resources through strengthened accountability, deepened public participation and oversight, and reduced corruption in Uganda�s public service sectors.
