Description
The purpose of this announcement is to add the attachment for SIR Amendment 0002. All other terms and conditions remain unchanged. The purpose of this Announcement Amendment is to answer questions from industry (see attachment). All other terms and conditions remain unchanged. The purpose of Amendment 0002 to SIR 6973GH-21-R-00013 is to modify SIR attachment 2 (PWS) and the SIR.� The SIR/SIR attachment 2 (PWS) have been modified as follows: FIRST: �SIR attachment 2 PWS dated 12/21/2020 has been removed and replaced with SIR attachment 2 PWS dated 03/16/2021. The only change is changing the wording in the introduction: FROM: �14 CFR 135.329 (a) thru (c) TO: �14 CFR 135.329 (a) and (c) SECOND: �Date in Section J Attachments is updated to reflect the updated SIR Attachment 2 (PWS) 03/16/2021. THIRD: �All other terms and conditions remain in full force and effect. FACTOR 2: The Offeror must provide clear understanding of the scope of the work required as set forth in PWS 2.2-Development of FAA FPO specific Training. FACTOR 3: The Offeror technical proposal must provide approach on monitoring applicable 14 CFR 135 changes and updating curriculum accordingly. FACTOR 4: The Offeror must provide approach to process tracking expenses, accumulating documentation, invoicing, and submitting monthly reports that summarize the FAA requests for Support. SEVENTH: �Clause AC0213 EVALUATION OF PROPOSALS (JUN 2007) in Section M has been updated to reflect new technical factors and acceptability for those factors as follows: �FACTOR 1: The Offeror must provide evidence that clearly demonstrates that the offeror holds an approved Code of Federal Regulations (CFR) Part 135 training program/course with initial and recurrent training, as required in the Performance Work Statement (PWS) Appendix 1 �Contractor Provided Training. ACCEPTABLE: The standard is met when the offeror provides a link for temporary access to their online training portal that allows FAA to review their approved Part 135 initial and recurrent training curriculum they propose to provide as set forth Performance Work Statement (PWS) Appendix 1 �Contractor Provided Training FACTOR 2: The Offeror must provide clear understanding of the scope of the work required as set forth in PWS 2.2-Development of FAA FPO specific Training. ACCEPTABLE: The standard is met when the offeror provides a proposed development approach with a viable project plan; establish timelines, staffing plan, and overall effective project strategy that accomplishes all goals as outlined in the PWS 2.2. FACTOR 3: The Offeror technical proposal must provide approach on monitoring applicable 14 CFR 135 changes and updating curriculum accordingly. ACCEPTABLE: The standard is met when the offeror provides curriculum maintenance plan and the plan for obtaining FAA concurrence on the updates. (Per PWS para 2.3) FACTOR 4: The Offeror must provide approach to process tracking expenses, accumulating documentation, invoicing, and submitting monthly reports that summarize the FAA requests for Support.� ACCEPTABLE: This standard is met when Offeror provides documentation used for invoicing purposes, tracking of expenses, and monthly reports that will be submitted to the FAA that support the requirement. EIGHTH: �The SIR is re-opened and close date of the SIR is changed/extended: FROM: �12/16/2020 TO: �04/01/2021 NINETH: �Attachment for SIR 6973GH-21-R-00013 is removed and replaced with new attachment for SIR 6973GH-21-R-00013. All clauses �mentioned above are removed/updated, page numbers and dates updated. TENTH: �Dates and number of pages in Section J Attachments are updated to reflect the updated SIR Attachment 1 (Schedule B) and updated SIR Attachment 2 (PWS). ELEVENTH: �All other terms and conditions remain in full force and effect. The purpose of this Announcement Amendment is to temporarily suspend this SIR. The SIR is temporarily suspended pending further review by the program office. Any resulting changes will be issued by an amendment to the SIR. The purpose of this Announcement Amendment is to answer questions from industry (see attachment). All other terms and conditions remain unchanged. The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, has a requirement for Non-Aircraft Specific Crewmember Part 135 Training Development and Delivery for attendees employed by the Federal Aviation Administration (FAA). The FAA contemplates award of an Indefinite Delivery/Requirements type contract with 1-year base period with four (4), 1-year option periods. The award will be made to the vendor with the lowest priced technically acceptable proposal. NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE IN WRITING AND EMAILED TO THE CONTRACTING SPECIALIST. CONTACT INFORMATION BELOW. All interested sources should first attempt to download the attached SIR and supporting document(s). If downloading is not possible, all request for copies of the SIR documents(s) must be made in writing to the attention of Gib Park, Contracting Specialist (AAQ-732), via e-mail at gilbert.n.park@faa.gov. Any and all questions pertaining to this SIR should be submitted in writing to the contract specialist at, gilbert.n.park@faa.gov by 3:00 p.m. CST on November 30, 2020 to allow for adequate response time. No questions will be allowed after that date and time. Technical and cost proposals must be received by the FAA no later than 5:00 P.M. CST, December 16, 2020.� Proposals must be submitted electronically to gilbert.n.park@faa.gov, and addressed with the SIR Number 6973GH-21-R-00013. All submittals will need to allow sufficient time to process through security procedures in place at the Aeronautical Center. In accordance with SIR Section L provision 3.2.2.3-14 entitled, ""Late Submissions, Modifications, and Withdrawals of Submittals,"" any proposals received after the due time and date of 5:00 p.m. CST, December 16, 2020, will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. The SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation.
