- March 18, 2021 - Please see Amendment 0003 which contains: A SF30 and a Conformed copy of the Solicitation March 17, 2021 - Please see Amendment 0002 which contains the following: Q&A Responses, Summary of Changes, Conformed Solicitation, Revised Attachment 9, Revised Attachment 10 March 5, 2021 - Please see Amendment 0001 The United States Department of Housing and Urban Development (HUD) intends to solicit offers in response to Request for Proposal (RFP) number 86544B19R00002 to contract for all necessary 3.12 �Field Service Management (FSM) services in support of HUD�s single-family Real Estate Owned (REO) property inventory.� HUD intends to award Indefinite Delivery/ Indefinite Quantity (IDIQ) FSM contracts to service HUD Owned Single Family Properties.� The awards will cover the following �geographic areas: *[3A (Illinois)/4A (Indiana and Kentucky)], *[5A (North Carolina�and South Carolina)/ 8A (Florida, Puerto Rico and the US Virgin Islands)], *[6A ( Alabama Mississippi Tennessee)/7A (Georgia)] 1D (Colorado, New Mexico, North Texas and Utah) ��2D (Kansas, Missouri, Arkansas, Oklahoma, Louisiana, and South Texas), *[4D ( Iowa, Nebraska, South Dakota, and Wisconsin)/5D (Minnesota, Montana, North Dakota, and Wyoming)] *[1P (Michigan), 4P (Ohio)] 3P ( New Jersey, New York, Connecticut, Rhode Island, Massachusetts, Vermont, New Hampshire, and Maine), 5P �(Delaware, District of Columbia, Maryland, Pennsylvania, Virginia and West Virginia) *[3S (Arizona)/ 5S (California, Hawaii, Guam, and the Northern Mariana Islands)] *[4S (Nevada and Idaho)/6S (Oregon, Washington, and Alaska)]. This requirement will require interaction with existing and future HUD Contractors, Federal, state and local governments and HUD staff.� The Federal Housing Administration (FHA), an organizational unit within HUD, administers the single-family mortgage insurance program.� FHA insures approved lenders against the risk of loss on loans they finance for the purchase, and in some instances rehabilitation, of single-family homes.� In the event of a default on an FHA insured loan, the lender acquires title to the property by foreclosure, a deed-in-lieu of foreclosure, or other acquisition method, files a claim for insurance benefits and conveys the property to HUD.� As a result of acquisitions through the mortgage insurance program and other programs, HUD has a need to service and sell inventory of various sizes of foreclosed single-family homes in a manner that promotes home ownership, preserves communities, and maximizes return to the FHA insurance funds.� HUD is the largest single seller of real estate in the US. HUD has identified five primary objectives for its FSMs which are to insure: 1) HUD Property Inspection Report (HPIR) and ongoing inspection of properties are performed and all documents are complete, accurate and submitted in a timely manner; 2) Insure the security of the properties and debris are removed timely; 3) Perform cosmetic enhancement/repairs within established timelines; 4) Investigate and make payment of Home Owners Association and utility fees prior to scheduled closing dates; and 5) Perform on-going maintenance of real properties and track disposition activity from conveyance to sale.�� HUD conducted market research in support of this requirement.� �Based on the results of the market research, HUD has determined that all areas will be Full and Open Competition. Offers received in response to the solicitation will be evaluated in accordance with FAR Part 15.101-1, Best Value Past Performance/Price Tradeoff (PPT). �The North American Industrial Classification System (NAICS) code for this acquisition is 531311, Residential Property Managers with an identified Business Size Standard of $8.0 million. �HUD anticipates issuing a total of eleven (11) contracts (*one contract area), resulting in a single contract award for each of the solicited areas. The resultant contracts will be Indefinite Delivery/Indefinite Quantity (IDIQ) with a performance period of a twelve month base period, plus four twelve month option periods, and the task orders will be hybrid fixed price/cost reimbursable. �Proposals will be due 30 calendar days from issuance of the solicitation. All firms must be registered in the System for Award Management (SAM) database at the submission of an offer, consistent with the requirements of FAR Clause 52.204-8 under the corresponding NAICS code solicited. �Businesses may obtain information on registration by calling 1-866-606-8220, or via the Internet at website www.fsd.gov. Note:� �In accordance with FAR 10.002 the Government does not intend to use Part 12 for this acquisition.
