- Classification Code: 12 -- Fire control equipment 1230 Fire Control Systems, Complete NAICS Code: 334 � Computer and Electronic Product Manufacturing/334511 � Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing Notice Type: Pre-solicitation / Synopsis The Naval Sea Systems Command (NAVSEA) intends to issue a full-and-open, competitive solicitation, pursuant to FAR Part 15 procedures, in the fourth quarter (Q4) of fiscal year 2021 (FY21) for FY 22 through FY27 Systems Engineering & Software Integration (SESI) efforts to support the U.S. Navy in systems engineering, architecture support, test, integration, training, installation and fleet support, and delivery of Combat Systems for U.S. Navy, U.S. Coast Guard (USCG), and Foreign Nations Surface Combatant ship classes. Previously, an Advanced Capability Build (ACB) method was utilized which consisted of a set of computer programs that integrated combat system elements (e.g., sensors, weapons) and capabilities with a weapon system.� The computer programs were combined with a Technology Insertion (TI) computing environment, which included computing hardware and associated middleware/operating systems and infrastructure services, to provide a ship-specific baseline.� The computer programs were derived from a Common Source Library (CSL) to assure commonality of processing among ship class baselines, where appropriate. The CSL is a collection of specifications, source code, and documented processes and instructions used to develop and maintain software products. In addition, an ACB included Government Furnished Computer Programs (GFCP) for software components that were developed as part of the Program Executive Office for Integrated Warfare Systems (PEO IWS) Combat System Product Line development effort and maintained in a Common Asset Library (CAL). The U.S. Navy is transitioning the monolithic code-base to a loosely-coupled, modular, low-propagation-cost, and scalable set of software components for implementation on U.S. Navy, U.S. Coast Guard (USCG), and Foreign Nations Surface Combatant ship classes. Additionally, the U.S. Navy is transitioning to a �DEVSECOPS� methodology in order to foster collaborative learning and collaborative relationships between development and operations to be lean, Agile, and capable of responding rapidly to changing technological demands. To successfully achieve this transition, the U.S. Navy has established a prototype known as �The FORGE.� The FORGE is a U.S. Navy Surface Combatant Software Factory and is a separate Navy transaction being pursued utilizing the Other Transaction authority of 10 U.S.C. � 2371b. The FORGE provides a Government furnished virtual and physical ecosystem to foster Agile software development using DEVSECOPS tools and principles. The ecosystem furnishes: Infrastructure as a Service (IaaS), Platform as a Service (PaaS), a Continuous Integration/Continuous Delivery (CI/CD) Pipeline, an Innovation Hub, and cross-functional teams led by Government Product Owners enabling capacity-based Agile development of mission applications supporting the delivery of capabilities to U.S Navy Surface Combatants and allied partners. Software developed at The FORGE by Mission Application Teams (MATs) will deploy across multiple Surface Combatant ship-classes including Cruiser (CG 47), Destroyer (DDG 51), Littoral Combat Ship (LCS), Future Guided Missile Frigate (FFG(62 class)), Large Unmanned Surface Vessel (LUSV), U.S. Coast Guard (USCG) Cutters, and Foreign Nations Surface Combatant ship classes. This contemplated contract will include the following efforts: Systems engineering and capability integration at, from, and to the FORGE Combat System level integration and test Architecture support Weapon System installation support Fleet software DEVSECOPS Training curriculum development and execution Material, equipment, and technical engineering required to define, design, document, integrate, test, deliver, and support combat systems using a DEVSECOPS methodology to provide: Continuous Integration Continuous Delivery Continuous Deployment Continuous Security Collaboration with the contractors and stakeholders at the FORGE, and support the Government on-site and virtually at the FORGE. The contemplated contract will include Cost-Plus-Award-Fee (CPAF) and Cost-Plus-Fixed-Fee (CPFF) level-of-effort (LOE) line items for test and integration, and installation and fleet support. The contract will also include Fixed-Price-Award-Fee (FPAF) and Firm-Fixed-Price (FFP) line items for capacity-based teams to provide systems engineering, subject matter expertise support to the FORGE, and training curriculum. The contract will also include Cost-Only line items for ancillary Other Direct Costs, and Firm-Fixed-Price (FFP) line items for Provisioned Item Orders (PIO) and Data Rights License Upgrade. Prior to the issuance of a formal solicitation (Request for Proposal), Program Executive Office, Integrated Warfare Systems (PEO IWS) anticipates hosting an Industry Day to present an overview of the SESI procurement and the solicitation requirements sometime in Q3 FY21. Interested companies will be provided the opportunity to access a Bidder�s Library containing technical data that may promote a clearer understanding of SESI, the FORGE, and the Navy�s requirements in this procurement. The Industry Day announcement, and instructions for requesting access to the Bidder�s Library all will be released at a later date via the BETA System for Award Management (BETA SAM) website under this solicitation number. Please read this pre-solicitation notice carefully for specific requirements pertaining to security clearance requirements for potential Offerors. Based on current planning, NAVSEA anticipates making a contract award for this procurement in or around Q4 FY22. Note; this requirement is not for: AEGIS baselines which will have been certified and fielded by the end of Calendar Year 2022: Baseline 5 Baseline 6 Baseline 7 Baseline 9 Configurations 9A2A (�9o8�), 9.2.0, 9.2.1, 9.2.2, and Capability Package 22-1 AEGIS baselines which will be in the process of actively fielding at the end of Calendar Year 2022: Baseline 10.0 for FLT III DDG 125 and DDG 126 U.S. Coast Guard Baseline 9G (Offshore Patrol Cutters 1 and 2) Baseline 9 Capability Package 22-2 IMPORTANT: In order to be considered for contract award under this procurement, Offerors must possess a TOP SECRET facility clearance issued by the United States Government by the time of award. Offerors must be able to receive classified portions of the solicitation up to the SECRET level. Offerors must be a United States (U.S.) company or an independent U.S. subsidiary. The export of defense articles, defense services, and related technical data is subject to the Arms Export Control Act and the International Traffic in Arms Regulations, and requires the issuance of an export license by the U.S. Department of State. The solicitation for this procurement will contain attachments or other documents classified at the SECRET-only level. NAVSEA will issue the formal solicitation associated with this notice electronically via BETA SAM at https://beta.sam.gov/ which is the official Government Portal of Entry. The Government will not provide printed copies of the solicitation. Interested firms should monitor BETA SAM for the release of the solicitation.
