- KUWAIT SUPPLY (JA1, DF2, MUR) SOURCE SOUGHT/PRESOLICITATION NOTICE This is a sources-sought/pre-solicitation notice for a bulk fuels requirement for an estimated 42,600,000 USG of Turbine Fuel, Aviation (JA1), NSN 9130-00-753-5026; 20,300,000 USG of�Diesel Fuel (DF2), NSN 9140-00-286-5294; and 2,975,000 USG of Unleaded Mid-Grade, Motor Gasoline (MUR), NSN 9130-00-148-7103; delivered FOB origin into tank truck within Kuwait.� Period of performance is from July 1, 2021 to June 30, 2022 with a 30-day carry-over period. Under the authority of FAR 6.302-1, this requirement has been identified as a non-competitive contract action.� Kuwait Petroleum Corporation (KPC) is specified as the only source authorized to supply this fuel requirement within Kuwait. Kuwait Ministerial Decree Number 6 (1980) specifies that KPC is solely authorized to produce, refine, store, and market refined petroleum products in Kuwait. �It is DLA Energy's intent to enter into a contractual arrangement with KPC for this requirement as authorized by 10 U.S.C. � 2304(c)(1). Other interested parties may submit a capability statement which shall be considered by the Government.� Capability statement must include authorization from KPC to supply this requirement.� Interested parties should submit the capability statement to the point of contact (POC) as soon as possible, but not later than 1:00 PM (Fort Belvoir Time) on March 30, 2021. �Authorization to perform and any supporting documentation must be included.� This notice of intent is not a request for competitive proposals.� However, all capability statements received by the closing date will be considered by the Government. �A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All interested offerors should register in the System for Award Management (www.sam.gov).� DLA Energy has a mandatory electronic Enterprise Business System (EBS), which must be utilized in order to receive a contract award.� Registration in various other websites/systems must be accomplished in order to perform under a resulting contract. �These systems cover items such as electronic ordering, invoicing and payment/payment status.
