Description
The Department of Veterans Affairs (VA) Technology Acquisition Center intends to issue a sole source contract to Prevail Health Solutions, LLC, 1105 W. Chicago Ave. Ste 203, Chicago, IL, 60642 VetsPrevail requirement to build and maintain online cognitive behavioral therapy (CBT) programs for posttraumatic stress disorder (PTSD) that includes integrated peer support for research on the efficacy of these programs in reducing PTSD severity and on the role of peer support. The online platform must provide reliable and consistent access to CBT programs for a large number of veterans, especially those who are not connected to VA care. This Request for Information (RFI) is being issued to collect market research in support of the Justification for Other than Full and Open Competition by reviewing the current marketplace to determine if sources other than Prevail Health Solutions, LLC are capable of meeting the requirements set forth in the attached draft Performance Work Statement (PWS) entitled AboutFace PTSD Engagement Intervention plus Evaluation with Peer Support. This is RFI only. It is requested that vendors interested in competing for this effort demonstrate its capabilities to provide an online platform that provide access to a large pool of Veterans with built-in functionality for peer support coaching that can be used to conduct an observational study of Veterans and to conduct clinical outcomes research as well as the technical expertise to perform the required software development tasks as described in the PWS. Marketing material will not be accepted as an indication of capability. 1. Provide, at a minimum, the following information in the initial paragraph of the capability statement: Name of Company Address Point of Contact Phone Number Fax Number Email address Company Business Size and Status NAICS code(s) Socioeconomic data Data Universal Numbering System (DUNS) Number Any and all scheduled contracts your company may have (i.e. General Services Administration (GSA) Schedules, Government Wide Acquisition Contracts (GWAC), etc.). Include Contract Number, expiration date, etc. 2. If your company is a Small Business, also include the following: The intent and ability to meet set-aside requirements for performance of this effort. Information as to proposed team members, the percentage of work each is to perform and which PWS requirements would be subcontracted. Service Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) must indicate whether at least 50% of the cost incurred would be expended for prime employees or employees of other eligible SDVOSB/VOSB firms. This should also include the prime planned percentage and if under 50%, the names of the potential team members that may be used to fulfill the 50% SDVOSB/VOSB requirement. 3. Please detail your ability to provide scheduling between the platform and peer support specialists. 4. Please indicate your ability to provide a cadre of peer support specialists capable of 7 day a week support certified in DBSA Certification no later than 60 days after award. NOTE: The preliminary North American Industry Classification System (NAICS) selected for this requirement is 541720 and is subject to change. NAICS 541720 has a size standard of $22 million. A company that is not a VIP registered and verified SDVOSB or VOSB (http://www.va.gov/OSDBU/index.asp) should not represent itself as an SDVOSB for purposes of this RFI. All responsible sources may submit a response in accordance with the following: No more than 15 pages (excluding transmittal page) Include the name, email address and phone number of the appropriate representative of your company.
