Your response to this Sources Sought Notice will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Department of Veterans Affairs in developing its acquisition approach, statement of work/statement of objectives and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract based on this Sources Sought Notice or to otherwise pay for the information submitted in response to this Sources Sought Notice. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in enough detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. The VA Heartland Network 15, Contracting Office located at 3450 South 4th Street, Leavenworth, KS, 66048-5055 is seeking a potential qualified contractor to conduct three (3) year Electrical Test, Maintenance and repairs for the Harry S. Truman Memorial Veterans Hospital located at 800 Hospital Drive, Columbia, MO 65201-5272 Please see the Statement of work for more specifics and details. STATEMENT OF WORK 1. Introduction: This Statement of Work (SOW) describes the requirements for the maintenance, inspection, testing, and/or calibration of the Electrical Power Distribution System and all of its components. These work items are referenced as Maintenance and Testing in this document, hereafter. This SOW describes the requirements for the Qualified Electrical Contract Professionals known as Contractors in this document, hereafter. Contractors who are contracted by VHA Medical Center to perform maintenance and testing of the Electrical Power Distribution System, and all of its components shall meet all requirements stated in Section 2 of this SOW. This SOW describes the requirements to establish maintenance and testing reports. Due to the nature of the work, all work will be performed during the hours of 6pm to 6am, Monday - Friday. Variations to this schedule may be possible for certain equipment when coordinated with Facilities Management. All work shall be coordinated with Facilities Management. Work to be performed in the month of October or November 2021, depending on weather for shutting down the chiller Plant. Contractor shall schedule work 2 weeks in advance to assure proper coordination with hospital personnel. Contact Sarah Hamilton in Facilities Management at 573-814-6378 to schedule testing. 2. Qualifications of Contractors: Contractors shall be certified by the InterNational Electrical Testing Association (NETA) as NETA Certified Technician, and completed the Occupational Safety & Health Administration (OSHA) approved 10-hour construction safety training. Contractors shall have technical training and a history of work experience in maintenance, inspection, and testing of the low and medium voltage Electrical Power Distribution Systems and its components in healthcare, industrial, educational, and commercial facilities for a minimum of five (5) continuous years. Contractors shall have safety trainings either on-the-job or class-room type in electrical safety outlined in the OSHA Standard 29 Code of Federal Regulations (CFR) 1910 Subpart S Electrical, and the NFPA 70E Standard for Electrical Safety in the Workplace. Training certifications shall be submitted to the VA Contracting Officer prior to work. If no training certifications are available, the contractor s employer shall certify that he/she has met this requirement in writing, and submit it to the VA Contracting Officer prior to work. Contractors shall have ready access to the latest versions of the following references: NFPA 70, National Electrical Code. NFPA 70B, Recommended Practice for Electrical Equipment Maintenance. NFPA 70E, Standard for Electrical Safety for the Workplace. NFPA 110, Standard for Emergency and Standby Power System. OSHA Standard 29 CFR 1910, Subparts I & S. InterNational Electrical Testing Association, Inc. (NETA) Maintenance and Testing Specifications. Operating/Maintenance manuals, and specifications of the electrical equipment to be maintained and tested. These documents may be obtained from the VHA Medical Center, or the equipment manufacturers. E. Contractors shall furnish all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely. Tools, equipment, and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910, Subpart I, and NFPA 70E. 3. General Work Items: Work items, definitions, and references shall comply with the latest edition of the NETA Maintenance Testing Specifications. Below is a list of the types of electrical equipment that shall be maintained and tested: A. Switchgear and Switchboard Assemblies. Transformers, Dry Type, Air-Cooled, Low-voltage, Small. Transformers, Dry Type, Air-Cooled, Low-voltage, Large. Transformers, Liquid-Filled. Switches, Air, Low-Voltage. Switches, Air, Medium-Voltage, Metal-Enclosed. Switches, Vacuum, Medium-Voltage. Circuit Breakers, Air, Insulated-Case/ Molded-Case. Circuit Breakers, Air, Low-Voltage Power Protective Relays, Mechanical, and Solid State. Protective Relays, Microprocessor Based. Grounding Systems. Ground-fault Protection Systems. Motor Control, Motor Starters, Low-Voltage Emergency Systems, Automatic Transfer Switches. Refer to the attached list for specific equipment to be tested and maintained. 4. Maintenance / testing requirements (refer to latest edition of NETA for all requirements): Infra-Red Scanning: This work item must be done while the Electrical Power Distribution System is energized. Appropriate safety precautions must be taken before, during and after scanning the system. Use an infra-red scanning camera to detect hot spots for all equipment listed in the attached electrical equipment listing. Objective of this work is to detect any loose, broken, or corroded connections in the system. Problem connections shall be replaced with new connectors, and/or tightened with torque wrench to meet the equipment manufacturers specifications. All listed equipment shall be infrared tested and an applicable report provided for the results. Use lint free rags to clean conductors, contact points between the circuit breakers and main buss bars. Use a vacuum cleaner to remove dust and debris from breakers and cubicals. Visually inspect for signs of overheating, misaligned contacts, damaged insulation, or loose lugs. Lubricate all moving parts with manufacturer's approved lubricants. Test breaker trip settings and exercise circuit breakers located in switchgears, switchboard, and distribution panels and operate under overload, and short circuit conditions. Compare breaker trip amperage with breaker trip settings, adjust if necessary and retest. Test ground fault protection devices for proper function if the they are installed on the switchgear / switchboard. Inspect and tighten ground connections. Calibrate and maintain adjustable protective relays Test all control systems equipment for proper operation after maintenance is performed and before placing them back in normal service. Take oil samples from all liquid filled transformers and test dielectric properties for compliance with manufacturer's specifications. Return oil levels to proper level using manufacturer recommended oil. 5. Reporting: Provide complete written report of the work performed. Information shown in the report shall be as follows: Company s name, address, telephone & FAX numbers. Name and signature of contractors who perform the maintenance and testing. VA Work Contract Number, name and number of VA Contracting Officer. Date and time of work. Copies of contractors valid licenses, professional and training certificates. Descriptions and model number of specialized tools and equipment used, such as torque wrench or infra-red scanning camera. Location, type, name, and nameplate information of electrical equipment to be maintained and tested. Descriptions of work items. Test data. Reference materials such as equipment manufacturer s specifications, coordination study, etc. Remarks on conditions of electrical equipment. List all deficiencies, if any. Recommended corrective actions, if any. Submit four (4) hard copies of the complete written report, and one (1) CD-Rom of the electronic version of the report in Microsoft Word format to the Director, Facilities Management within fourteen (14) calendar days of visit. All reference materials shall be included in the electronic version of the report, either through scanning or other means of electronic text import methods. Contractors shall report deficiencies that are deemed critical or catastrophic immediately to the Contracting Officer and Chief, Facilities Management for immediate actions. END Important information: The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. Currently a total set-aside for Service-Disabled Veteran Owned Small Business firms is anticipated based on the Veterans Administration requirement with Public Law 109-461, Section 8127 Veterans Benefit Act. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and Open Solicitation will be utilized.
