Attached Award Synopsis. This posts was�delayed due�to comunication issues. �Sources Sought Synopsis F-16 Advanced Identification Friend or Foe (AIFF) Antenna Coupler Set NOTICE: This is not a solicitation, but rather a Sources Sought Synopsis (SSS) to determine potential sources for information and planning purposes only. The purpose of this SSS is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 336413, and a Classification Code of 16-Aircraft Components and Accessories.� �The company may have a corresponding Size standard of 1,250 employees. The United Stated Government (USG) will use this information to determine the best acquisition strategy for this procurement. The USG is interested in all small businesses to include 8(a), Service-Disabled Veteran Owned, Hub-Zone, and Women-Owned small business concerns. The USG requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar items offered to the USG and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. Program Details: The following information is provided to identify potential contractors who have the skills, experience, and knowledge required to successfully provide the described capability. AFLCMC/WWM F-16 System Program Office, Integration Section, Hill AFB, UT intends to award an F-16 AIFF Antenna Coupler Set (System).� The National Guard Bureau (NGB), on behalf of its Air National Guard Air Force Reserve Test Center (AATC), is seeking information about potential sources interested and capable of providing an f-16 compatible AIFF antenna coupler set.� The set would be used to provide a �direct connect� operational checkout capability for the F-16C and FCM in order to eliminate over-the-air transmission of (Identification Friend or Foe (IFF) signals, which would eliminate Dd-1494 requirements to obtain frequency authorizations prior to operational checks. This SSS constitutes a market research tool for the collection and analyses of information to determine an acquisition strategy.� Interested firms having the capabilities necessary to meet or exceed all aspects required to eliminate over-the-air RF IFF signals during F-16 AIFF/IFF ground checkout operations, while directly connected to the TS-4530/UPM Radar Test Set (NSN 6625-01-562-0715), may submit answers to questions below and/or capabilities statement packages. A transmittal letter shall include: Name and address of the company Cage Code List all NAICS codes your firm is registered under. This SSS is for planning purposed and is not to be construed as a commitment to the USG to pay for the information submitted in response to this request.� Respondents will not be notified of the results of the market analysis and debriefings will not be available.� It is the reader�s responsibility to monitor the BETA.SAM.GOV for any resultant or future solicitation package(s). The USG request comments from interested parties to the following questions: Would you be interested in submitting a proposal considering the anticipated scope of the work items?� If not, why! Do you have sufficient experience in the anticipated scope items that would allow the evaluator to assess your capability?� It not, please explain. Do you have sufficient experience in the evaluator to assess your capability?� If not, please explain. What is the maximum annual capacity of work your firm can reasonably manage while assuring effective program/project implementation and maintaining quality products?� Provide any relevant information that demonstrates the ability to manage, execute and administer a project with several task order located in multiple regions of the Continental United States? Would limits on subcontracting IAW FAR 52.219-14 (small businesses) affect the ability to perform?� Please explain. Have commercial procedures been sued to complete any or all of the scope of services described above? Do you have a current Defense contract Audit Agency Audit? Provide your experience in performing work similar in scope and magnitude to the work described in the attached performance work statement.� Scope of work:� Please provide examples and provide the contract number, type of service; dollar amount; complexity; type of contract; period of performance; and a brief description of the scope of services.� Please explain how your firm participated (as the prime or subcontractor or teaming partner or joint venture). Do you have a project management and cost tracking system in place that can accommodate both routine task order work as well as undefined response actions that may be added any time during the field effort? Do you have a master subcontracting plan? If you are a small business, would you consider a proposal as a prime contractor? What is the normal length of a contract for the product or service previously/currently worked? If applicable, have performance based services been used for those services previously/currently worked?� If so, how did regulatory standards affect metric?� Were incentives used?� What kinds of performance assessment methods are commonly used? Do you have any other comments or suggestions that you would like to share with us?� Please e-mail responses to the Contracting Officer no later than 13 Aug 2020 (contact information below) Responses must include in subject line �Source Sought Synopsis:� F-16 AIFF Antenna Coupler Set for F-16C and F-16CM models.�� This SSS is to be used in planning a future acquisition, please do not send any proposals.� Request for proposals, if any when issued, will be available via the internet at www.fedbizopps.gov.� As such, it is the potential offeror�s responsibility to monitor these sites for the release of any additional information. All responses should be submitted electronically using PDF, HTML, MS Word, or PowerPoint formats.� Responses shall not exceed 15 pages excluding cover page, 8 1/2� X 11�, font size not smaller than 10.� Only written responses will be accepted.� Telephone inquiries will not be accepted or acknowledge, and no feedback or evaluations will be provided to companies regarding their submissions. THIS ANNOUNCEMENT IS NOT A NOTICE OF SOLICITATION ISSUANCE.� THIS IS A SOURCES SOUGHT SYNPSIS FOR PLANNING PURPOSES ONLY. Statement of Work For F-16 AIFF Antenna Coupler Set ANG requirements Background:� The USG requires an F-16 AIFF Antenna Coupler Set compatible with the TS-4530A/UPM Radar Test Set, necessary to eliminate over-the-air IFF/AIFF antenna frequency transmissions while allowing for the full capability to check all transponder and interrogator IFF modes associated with the F-16's multiple IFF/AIFF configurations (APX-101, APX-113, APX-124, and APX-125). Scope:� The contractor shall provide an antenna coupler set capable of mounting over the F-16 aircraft's four fuselage-mounted array antennas (part number 1003003G-1), the slanted/dual band upper IFF antenna (P/N DM CNI 22-1 or 9-33-2), and the lower UHF/IFF antenna (P/N DM CNI 22-2 or DM NI 22-14-1). Additionally, each antenna coupler will be equipped with a coax connecting a coax line to the TS-4530A Radar Test Set to allow for direct connect testing. The coupler will be equipped with Electro-Magnetic Interference gaskets, capable of eliminating stray transmissions, and interference. The coupler set must be fully transportable in a ruggedized carrying case designed to military specification (Mil Spec) MIL-PRF 28800 Class 1 (ruggedized case). In addition, the coupler set will have the following features or attributes at a minimum. Operate in the frequencies of 1030 megahertz (MHz) and 1090 MHz Weigh no more than 65 pounds when in its case Can operate at a temperature between -40�centigrade (C) to +55�C Less than 5.5 decibel (dB) loss during transponder operations Less than 13 dB loss during interrogator operations Voltage Standing Wave Ratio (VSWR) of less than 3:1 Coaxial cable at least 20 feet in length Objectives:� The equipment will enable the ANG perform F-16 IFF and AIFF operation checkout procedures without needing to implement DD Form 1494, �Frequency Authorization Requirements� while interfacing with the fielded TS-4530A/UPM Radar Test Set to check Modes 1, 2, 3/A, C, 4, 5, and S. It is imperative that local air traffic control and local aircraft do not receive interrogator or transponder signals when the AIFF antenna couplers are being used to test the F-16's AIFF and IFF systems. This is a SSS only:� This SSS is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.� This SSS does not commit the USG to contract for any supply or service whatsoever.� This is a sources sought only, which, as part of market research, is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) subpart 15.201(e). The Air Force is not, at this time, seeking proposals and will not accept unsolicited proposals.� Respondents are advised that the USG will not pay for any information or administrative costs incurred in responding to this SSS.� All costs for any information associated with responding to this SSS will be solely at the expense of the interested party.� This is a sources sought synopsis seeking sources capable of meeting the requirements listed above.� When responding please include the following: Company Name and Cage code. Scope of similar/same experience Delineate if work was in support of a government or commercial contract Plan to obtain the required AIMS box level certification that provides the authority to fully operate (transponder and interrogate) other aircraft from the FAA Plan to provide engineering data, equipment and expertise necessary to adequately system test the CIT system. Requirements via teaming/subcontracting while maximizing opportunities for small business participation in accordance with FAR Part 19. Experience in meeting strict delivery schedules. Briefly describe the capabilities of the company's facility and the nature of the goods and/or services the company can provide. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager). 3. Describe the company's capabilities for generating, handling, processing and storing classified material, data, and cryptology capability. 4. Identify any specific requirements that would currently preclude the Respondents' company from being a viable solution to this requirement. 5. Describe the company's proposed contract type and anticipated period of performance as it relates herein. Proprietary Data: 1. Proprietary Information (PI) or Intellectual Property (IP) should be minimized and clearly marked: a. Segregate PI and IP information to the maximum extent practical. b. Proprietary Data Protection Agreement should be in place that would permit F-16 program office support contractors to view proprietary information. The following is a list of support contractors who will review the responses. 2. The USG will secure Non-Disclosure Agreements from contractors supporting AFLCMC/WW, F-16 Division as identified above. 3. Interested parties, if unwilling for the USG to release their proprietary data to support contractors, shall provide a statement detailing their position.
