Description
Revised response date from 13 March 2021 to 31 March 2021. Introduction:� The U.S. Army Corps of Engineers, Japan District (POJ), is performing market research for upcoming construction projects at Shariki Communications Site (SCS) and Kyogamisaki Communications Site (KCS), Japan.� This announcement represents a market survey that is intended for planning purposes only. The purpose of this notice is to identify sources capable of performing this project and to receive responses from those firms to assist the Government's acquisition planning. This survey does not constitute a commitment by the Government for any follow-on announcements, solicitation, or award. This notice is NOT a solicitation. The Government will not pay for any information provided as a result of this market survey. This market survey is intended for local sources only. Local sources are those sources physically located and licensed to conduct business in Japan. Firms interested and capable of performing this work are highly encouraged to submit a response (submission requirements are located within this notice). We are committed to partnering with industry as much as we can throughout this process and therefore encourage all interested companies to respond to this sources sought.� Market research and industry feedback is an essential part of the acquisition process.� The information requested in this announcement will be used within USACE-JED to facilitate decision-making and will not be disclosed outside the agency. However, respondents submitting business information pursuant to this Sources Sought/RFI announcement should consult 41 C.F.R. parts 105-60 and other implementing regulations concerning the release of such information to third parties under the Freedom of Information Act (FOIA). All information submitted by respondents that they consider confidential and not releasable to third parties outside of USACE, and its employees, agents, consultants, and representatives, must be clearly and conspicuously marked. SYSTEM FOR AWARD MANAGEMENT (SAM) All interested companies, including joint ventures, shall be registered in the SAM database in order to be eligible for award of Government contracts.��https://www.sam.gov.� LOCAL SOURCES - CONTRACTOR APPLICATIONS Firms which have not submitted Contractor Applications to this office are requested to go to the U.S. Army Corps of Engineers, Japan Engineering District, Contracting Division website:��https://www.poj.usace.army.mil/Business-With-Us/�to download the Contractor Application.� Such firms shall be required to complete the aforementioned application and submit original documents indicating they are registered with the Government of Japan to perform construction in Japan and possess both the necessary construction licenses and permits required to perform the requisite work identified in the solicitation.� Interested Joint Venture partners who have individually submitted a Contractor Application previously are not required to submit a single, JV Contractor Application.�This documentation must be submitted before, or No Later Than the time of bid/proposal submission to allow POJ to verify your company as a �Local Source.� ------------------------------------------------------------------------------------------------ PROJECT INFORMATION � PROJECT 1 Project Title:��FY2021 � Electrical Infrastructure Upgrades (two potential separate projects) Project Location:� Shariki Communications Sites, Japan Product�Service Code (PSC):��Y1BG � Construction of Electronic and Communications Facilities NAICS�Code:��423610 � Electrical Apparatus and Equipment Project Magnitude (each project):� Between �100,000,000 and �500,000,000 ($1,000,000 and $5,000,000) (FAR 36.204) Project Description:�� Design-Bid-Build.� Provide a 208/120 volt, 3 phase, 800 amp service to a total of three new assets at the Shariki site.� The new service will not be able to be fed from the existing low voltage Power Distribution Unite (PDU) and will require a design to include a new PDU, with frequency converter, to support the new voltage feed. All conduit will be run under ground in existing or new U trenches. Concrete pads shall be poured for all three new assets, two being 50�x30� and being able to support a minimum of 50,000 pounds and the other being 30�x25�and able to support a minimum of 20,000 pounds. Conduit will be put in place for communication lines but the connecting of signal lines is outside of the scope of work for this project.� A fourth asset requiring a 208/120 volt, 3 phase, 800 amp service with concrete pad and conduit may also be part of this project or separate potentially. �� Estimated Period of Performance:�Approximately six (6) months (each project) PROJECT 2 Project Title:��FY2021 � Construct Warehouse (Separate project for each location) Project Location:� Kyogamisaki and Shariki Communications Sites, Japan Product�Service Code (PSC):��Y1GZ � Construction of Other Warehouse Buildings NAICS�Code:��236110 � Commercial and Institutional Building Construction Project Magnitude:� Between �100,000,000 and �500,000,000 ($1,000,000 and $5,000,000) (FAR 36.204) Project Description:�� Construct pre-engineered metal buildings, with footings, pavement, overhead and personnel doors, loading dock, power, heating, and water, to function as warehouse facilities at each (FBM) Fleet Ballistic Missile site. Project Sizes:�� The SCS warehouse shall be approximately 9 meters x 22.5 meters x no less than approximately 6 meters high.� A gravel road and parking area may be required to be placed I support of this building.� The KCS warehouse shall be approximately 9 meters x 15 meters x no less than approximately 6 meters high. Locations:� The SCS warehouse shall be placed on the North Site.� The actual location will be determined during design.� Two recommended sites include at the fareast end of the site near the road or close to the existing utility trailers.� The KCS warehouse shall be placed where the Garrison Facility was originally designed to be placed.� The exterior shall be a pre-engineered metal building painted to match existing facilities.� Floor shall be concrete.� The interior side of the walls shall be insulated.� The buildings will include a forced air heating system.� Each building will have an overhead door and personnel door(s). Building Use:� Both warehouses shall be for the reception and storage of equipment, parts, furnishings, fixtures, and supplies used on the site.� The facility will not be occupied; no latrine is required.� No HAZMATs or HAZWASTES will be stored in the facility.� Users will have a fork lift inside the building to move equipment around. Estimated Period of Performance:�To be determined.� ------------------------------------------------------------------------------------------------ Proposed Procurement Method:� Projects noted are anticipated to be awarded in FY2022. FY2021 � Electrical Infrastructure Upgrades (two projects): Design-Bid-Build - The Government anticipates issuance of an Invitation for Bid (IFB) solicitation in accordance with FAR Part 14.�� FY2021 � Construct Warehouses (Shariki and Kyogamisaki): The Government is considering Design-Bid-Build (DBB) Invitation for Bid (IFB) solicitation OR Design-Build (DB) Request for Proposal.� Results of this market research will assist the Government in finalizing the strategy.� Results of this market research will assist the Government in acquisition planning.� This survey does not constitute a commitment by the Government for any follow-on announcements, solicitation, or award. This contract will be performed in its entirety in the country of Japan, and any solicitation posted will be intended for local sources only.
