- SYNOPSIS: B-1B Power Take-Off (PTO) Repair NOTICE TYPE: Sources Sought SOURCES SOUGHT NUMBER: FA8251-21-R-B1B-PTO 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, and to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification System (NAICS) Code is 811219 which has a corresponding Size standard of $22.0M.� The Government will use this information to determine the best acquisition strategy for this procurement.� The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, HUB-Zone, and Woman-Owned small business concerns. The Government requests that interested parties respond to this notice and identify your small business status to the identified NAICS code, if applicable. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers within the past three years. Any responses involving teaming arrangements should delineate between the work that will be accomplished by the prime contractor and the work that will be accomplished by the teaming partners. The Government will use this information for acquisition planning purposes. 2. PROGRAM DETAILS 2.1 The AFMC PZABB Contracting Office, Hill AFB, UT is conducting market research to identify potential candidate firms for the following requirements: The Secondary Power Office, AFMC 419 SCMS/GUEA, is interested in sources capable of completing the repair/overhaul of the B-1B PTO Shaft (P/N:19E170-3B, NSN: 2835-01-537-3778) to support the Secondary Power Systems (SPS).� The PTO Shafts are used to transfer the power between the SPS to the aircraft main engines.� Repair/overhaul of the shafts must comply with the respective drawings and specifications: T.O. 2JA5-18-2, B-1 PTO The B-1B PTO shaft is currently buy only with no repair process currently in place.� The respondent must be able to demonstrate the ability to obtain or create those resources necessary to perform repair/overhaul of the respective shafts in a timely manner.� If the respondent is able to obtain the data, manuals, and tech orders from another party, they must be able to demonstrate that they have the legal right to use said resources to repair/overhaul assets for the Government. The Government does not have the rights to the data for this requirement and a source qualification statement cannot be provided to interested parties.� 3. RESPONSES 3.1 Responses to this announcement shall include the following: 1) Detailed descriptions of capability and experience in PTO Shaft repair/overhaul for B-1B aircraft listed above; 2) Current or previous contracts on PTO Shafts, and accessories or similar; 3) Impediments or unique issues that would apply to support at the end item level; and 4) Business size and percentage goals for small businesses. Please do not send brochures or other marketing information. Responses must be electronically submitted in accordance with this synopsis and shall be limited to 10 pages. Relevant experience to include describing the offeror�s capabilities with regard to repair/overhaul the respective shafts. Company profile to include the following: Firm name and mailing and manufacturing facility location. CAGE code and DUNS number. Small Business designation/status claimed. A brief summary of the company�s capabilities (a description of facilities, personnel, and past manufacturing experience as it relates to the above criteria) and availability, complete drawings or technical data package that would be used in the repair/overhaul of this item, or any agreement or access to all appropriate data the government does not own or have the right to provide in the repair/overhaul of this item. � Interested parties who believe that they can meet the military specifications to repair/overhaul this part should contact the Government official listed in the synopsis. � An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to appropriate Government personnel. When required, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The Ombudsman is Ms. Melinda Schmidt AFLCMC/PZK, (801) 777-6549. � 3.2 This sources sought synopsis is issued solely for informational and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotation) or a promise to issue a solicitation in the future. As stipulated in FAR 15.201(e), responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted by the Government to form a binding contract. This sources sought synopsis does not commit the Government to contract for any supply or service whatsoever; furthermore, the Government is not seeking proposals at this time. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this synopsis. All costs associated with responding to this synopsis will be solely at the responding party�s expense. The Government requests that non-proprietary information be submitted in response; however, should proprietary information be submitted, it should be marked �PROPRIETARY� and will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. � 3.3 Respondents are requested to provide information in accordance with section 3 above. Copies of your submitted information will be distributed to the (AFMC 419 SCMS/GUEA) and the Contracting Officer for review. Interested parties are requested to submit one (1) copy of the aforementioned summary to the Contract Team, wade.pilcher@us.af.mil no later than 14 calendar days after publication of this notice.
