This is a sources sought synopsis only, not a solicitation announcement and is issued solely for informational and planning purposes. This posting is not a Request for Proposals (RFP) or a Request for Quotations (RFQ), and it is not considered to be a commitment by the Government to award a contract nor is the Government responsible for any costs incurred in furnishing information provided under this sources sought. No basis for claim against the Government shall arise as a result from a response to this sources sought or Government use of any information provided. Further, The Coast Guard is not at this time seeking proposals and will not accept unsolicited proposals. No proprietary, classified, confidential, or sensitive information should be included in your response to this sources sought. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. Responses will assist the Government in determining the availability of potential solutions and commercial products in the market. At this time no solicitation exists; therefore, do Not Request a Copy of the Solicitation. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. The United States Coast Guard (USCG) Aviation Logistics Center (ALC) is conducting market research to determine industry capability to provide Helicopter Rescue Swimmer Harness/Personal Floatation Device (PFD). Requirements: The USCG requires a responsible company that can provide a full torso, adjustable helicopter RS harness/PFD that offers the flexibility and more control over pocket configuration using Modular Light Weight Load Carrying Equipment (Molle) that will meet helicopter rescue swimmer operational requirements, (land & sea) as well as the requirements in attachment (1), below. SOURCES SOUGHT RESPONSES: Responses to this notice should include Company Name, Address, Telephone Number, Point of Contact (POC), and Cage Code. Please respond to the following questions when submitting your response: Is your activity capable of manufacturing this component? Describe your product�s specifications and how it is capable of performing the required tasks. Indicate the weight and dimensions of the product. Describe what changes you would need to make in your product to meet our desired needs as per attachment (1). Please indicate an estimate of how long of a lead-time would your company need to facilitate the development of your submission to meet our needs. What NAICS code does your company use for this type of service? Is your product listed on a GSA schedule? Is your business a large or small business? If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? Is your firm a woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran-Owned? Please provide the details and terms of any standard warranty and support for repair included with the product. Is your firm a certified hub zone firm, woman-owned or operated or certified Service-Disabled Veteran-Owned?� If so, indicated which apply. What additional information would be needed from the USCG to better provide an answer to this RFI or any potential RFP for this type of solution? After the review of the responses to this sources sought announcement, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published on Contract Opportunities, formerly known as the Federal Business Opportunity (FBO) website. Responses to this sources sought synopsis are not an adequate response to any future solicitation announcements. All interested offerors will have to respond to the solicitation in addition to responding to this sources sought synopsis. Responses to this sources sought synopsis are NOT a request to be added to a prospective offeror�s list or to receive a copy of the solicitation.� Closing date and time for receipt of response is 19 April 2021 at 2:00 PM Eastern Standard Time (EST). ATTACHMENT (1) �REQUIREMENTS FOR A HELICOPTER RESCUE SWIMMER HARNESS/PFD �The following are considered the key requirements when determining the appropriate Helicopter Rescue Swimmer Harness/PFD. Harness Requirements Must be made primarily from Mil-Spec Type 13 webbing with no load bearing webbing being less than 1.65 inches wide.�� Must be FAA TSO-C167 Approved. All load bearing hardware must be made from either stainless steel and or titanium parts and must use hardware made from all stainless steel. Must not contain aluminum alloys in any part of the harness. Two MOLLE PALS rails panels, 3 rails by six slots, must be attached to either side at the waist. The main riser of the harness must incorporate a locking titanium equipment hook within 3.5 inches of the base of the lifting V-Ring, attached by an unbroken length of webbing in the main riser.� The Harness must be available�in four sizes. Inflatable�Vest: The inflatable yoke-type vest must provide 35 LBs of buoyancy�when fully inflated using a single 33-gram CO2 Cylinder activated manually. The inflatable bladder�of the vest must be made from 10 mil or thicker urethane in a four-panel pleated configuration and that material must be permanently encased in a four-panel 420 denier nylon cover reinforced on all edges with nylon binding tape. The cover must include a six rail PALS system on each lobe of the bladder. With the exception of the military Style Oral-Lok valve on the oral inflation tube, the vest must otherwise have passed all the requirements of FAA TSO-C13G. The light on the vest must contain a USCG approved Strobe Light that also meets FAA TSO-C85b. The vest must be able to be inflated in the water and have the ability to be fully repacked and re-armed in an operational environment without being rinsed or dried, without hand tools, without sacrificing reliability or performance of the vest. When packed, the left and right lobes of the vest must be no wider than 4.8 inches each. Must easily integrate to the harness via no more than three stainless steel attachment points.�
