- Special Notice - Notice of Intent The Department of Energy (DOE), Office of Environment, Health, Safety and Security (AU) is seeking to contract with BWS-ARTI to continue to provide support services for the administration of technical security and safeguards against foreign and domestic electronic espionage and terrorism through the Technical Security Program (TSP). The TSP includes tasks related to Technical Surveillance Countermeasures (TCSM), Communications Security (COMSEC), Protected Distribution System (PDS) and Emissions Security (TEMPEST). The intent is to extend the current services, under Contract Number DE-AU0000007, by an additional 6 months and incorporate�two 3-month Option Periods. This service includes the protection of DOE�s sensitive unclassified and classified channels through various security components. These components provide protection during transmission while affording communications interoperability between locations. It is responsible for the acquisition, storage, assignment, distribution, inventory control and accountability of COMSEC material and is also applicable to Cryptographic, Secure Telephone Equipment and other forms of communications protection (i.e. encryption/decryption of voice, data, facsimile and television). COMSEC ensures the protection of DOE�s sensitive unclassified and classified channels through various security components and serves as the Central Office of Record for the DOE COMSEC activities. These components provide protection during transmission while affording communications interoperability between locations. It is responsible for the acquisition, storage, assignment, distribution, inventory control and accountability of COMSEC material and is also applicable to Cryptographic, Secure Telephone Equipment and other forms of communications protection (i.e., encryption/decryption of voice, data, facsimile and television). The Administrative, Cyber and Analytical activities support TSP activities in the form of assistance to technical security and COMSEC operations such as, but not limited to; research, coordination, administrative support, physical security and cyber assistance and augmentation to technical security and COMSEC operations. In accordance with Competition in Contracting Act, 41, U.S.C 3304(a)(1), and implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. Due to being the incumbent contractor, BWS-ARTI is the only responsible source to extend the current contract. Implementing this extension will prevent potential barriers, to accomplishing the agency's mission, which would occur in the event of an interruption to the work currently being performed. THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may submit a capability statement by February 25, 2021, at 11:00 AM EST, via email to Katharine.Lindner@hq.doe.gov. Please include: Support Services for the Administration of Technical Security and Safeguards Against Foreign and Domestic Electronic Espionage and Terrorism through the Technical Security Program (TSP) in the subject line of the email, if submitting a capability statement. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Responses received will be used for future acquisitions. Telephone or faxed inquires will not be accepted.
