- NOAA's NMFS, Alaska Fisheries Science Center, Auke Bay Laboratories, intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Beckman Coulter Life Science. The Alaska Fisheries Science Center (AFSC), National Marine Fisheries Service (NMFS), National Oceanic & Atmospheric Administration (NOAA), Department of Commerce (DOC) is a government agency charged with the mission of stewardship for living marine resources. � The Auke Bay Laboratories requires the purchase of a new Multisizer 4 coulter counter. A Coulter Counter is a particle sizing and counting analyzer for cells of all types. This instrument provides number, volume, mass and size distribution all in one measurement suite. We require one with a Digital Pulse Processor (DPP) which allows recalculation of the original data over a narrower range, thus significantly increasing the resolution of the data. The range must include sizes from 0.4um to 1,200um. These types of machines allow for research relating to ecosystem applications with algae and cyanobacteria and research with harmful algae blooms. The instrument is very versatile, accurate and replaces the microscopy work of cell counting. Anything related to determining cells size and number in a given sample is the focal use of this piece of equipment. Beckman Coulter Life Science is the only known entity that is currently manufacturing and distributing coulter counters, specifically the latest model of the coulter counter Multisizer 4 for commercial use.� This is a highly specialized instrument that has technology that was originally developed by Wallace Coulter and has since been refined and integrated into machines now solely produced by Beckman Coulter.� There are other counters for counting cells but they do not have the coulter technology, the resolution, and the ability for immediate analysis which is not useful to our needs.� This is a benchtop instrument that is commercially available but only from one source.� There are no other entities currently manufacturing a multisizer 4 coulter counter with a digital pulse processor that allows for real-time results.� This instrument has been used and trusted by many research, hospitals, and academic institutions.� The efficient identification of phytoplankton will prove paramount in NOAA�s mission, via the investigation of food quality changes at the base of the food web, in addition to identification of harmful algal blooms that may translate up the food chain and its application for aquaculture research. Award for this requirement will be in accordance with Federal Acquisition Regulation (FAR) Part 13. Anticipated value will be under the Simplified acquisition procedures with an estimated value of less than $150,000.00. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
