Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD) and the Office of Marine and Aviation Operation (OMAO), using the procedures set forth in Federal Acquisition Regulation (FAR) subpart 13.5 and part 12, intends to negotiate on a sole source basis with Emprise Corporation for a firm-fixed price level of effort contract for support services to maintain and update the existing Shipboard Automated Maintenance Management (SAMM) system. The statutory authority is 41 U.S.C. 1901, using Simplified Acquisition Procedures up to $7.5M as authorized by FAR 13.500(a) and implemented by FAR 13.501(a). NOAA intends to implement Military Sealift Command (MSC) Engineering Information Management Systems on all current and future vessels in the NOAA fleet. Presently, MSC�s Engineering Information Management Systems consist of the Shipboard Automated Maintenance Management (SAMM) system and the SAMM ancillary maintenance management systems which include, but are not limited to: the NOAA SAMM Inventory Module, Vibration Monitoring System (VMS), Oil Analysis System (OAS), electronic engineering log-keeping system (LogBook), and the electronic vessel log-keeping system (ShipsLog). Technical assistance for the SAMM system will consist of setting up the original database for each NOAA ship, installing software onto the shipboard computer, maintaining and upgrading software, maintaining and upgrading data, analyzing VMA and OAS test results, and providing user training. The North American Industry Classification System Code (NAICS) is 541511, Custom Computer Programming Services. This notice does not constitute a solicitation, Request for Proposal (RFP), Request for Quotation (RFQ), or an Invitation for Bid (IFB) and it does not restrict the Government in any way regarding its ultimate acquisition approach. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. Capability statements and related materials must be e-mailed to Contract Specialist Bridget Cofo at bridget.cofo@noaa.gov by 4:00 PM EST on March 26, 2021.
