- Places of Performance: � One award will be made for each of the following primary zones: Zone A: Maine, Vermont, New Hampshire, Massachusetts, Connecticut, Rhode Island, New York, New Jersey, Pennsylvania, West Virginia, Virginia, Delaware, Maryland Zone B: Florida, Georgia, South Carolina, North Carolina, Kentucky, Tennessee, Mississippi, Alabama, Minnesota, Wisconsin, Michigan, Ohio, Indiana, Illinois, Nebraska, Iowa, Kansas, Missouri, New Mexico, Oklahoma, Arkansas, Louisiana, Texas Zone C: Alaska, Montana, North Dakota, South Dakota, Wyoming, Utah, Colorado, Nevada, Arizona, California, Washington, Oregon, Idaho, Hawaii Zone D: Metro District of Columbia Area The Secondary Contract Areas consist of the zones comprised of other states and territories. The Secondary Contract Areas may be awarded as Primary Contract Area(s) under separate contract(s) to other contractors. In addition, the Secondary Contract Areas of this contract may also be Secondary Contract Areas under other contracts. Services may be provided under this contract within the Secondary Contract Areas if ordered by the Government. However, the Contractor is not obligated to perform work in Secondary Contract Areas and may decline such orders by�notifying the Contracting Officer within three workdays of receipt of a request for proposal or order for such services. The Government shall have no obligation to order services to be performed under this contract within the Secondary Contract Areas, and its failure to order any such services shall not breach or otherwise violate the contract. Presolicitation/ Synopsis This is NOT a Request for Proposal. Requirement Description GSA intends to award four single-award firm fixed-price, indefinite delivery indefinite quantity (IDIQ) contracts, as defined in the Federal Acquisition Regulation (FAR) 16.504� for Architect-Engineer (A/E) services. The contracts are procured in accordance with the Brooks Act and FAR Part 36 and the synopsis or publication of the Solicitation or Request for Qualifications (RFQ), and any modifications thereto. Services included are both architect-engineer services and other services. Services ordered are substantially, or to a dominant extent, expected to require performance or approval by a registered or licensed architect or engineer. The A/E shall plan, schedule, coordinate and ensure the full, effective, and economical performance of all services ordered under this contract. Services include the commission of activities to provide professional, technical and other services required for the development, design, quality assurance, and quality control of a project�s functional expectations for repair, alteration, renovation, and new construction. All services to be provided shall be in conformance with this contract and the Task Orders issued.� - Period of Performance: One (1) base with four (4) one (1) year option years� - Maximum Ordering Limitation (MOL): $10,000,000 per year - Minimum Guarantee (Awarded with the Base Year Only): $1,000.00� Any unused MOL capacity will carry over to the next option year if the option is exercised. The total maximum obligations shall not exceed $50 million over the life of the contract. Based on GSA needs, at the time of award, the Government reserves:� - The right to make adjustments to the GSA procurement strategy as deemed necessary. Scope of Work Services included are both architect/engineer services and other services. Services ordered will be substantially, or to a dominant extent, expected to require performance or approval by a registered or licensed architect or engineer. The contractor may provide the full range of standard services from pre-design consultation to post construction services. The scope of work may include, but is not limited to: Professional Design Services � including, but not limited to, estimating, pre-planning, pricing, design, design management and design review. Shell and Tenant Improvement Services � including, but not limited to, managing costs throughout design and construction, and providing cost estimating services. Construction Management/Inspection and Related Services � including pre-design phase, design phase, procurement phase, construction phase and post construction phase. Information to Interested Small Business Register in the Beta System for Award Management (SAM) database (www.beta.sam.gov).� Tentative Solicitation Issuance Date The Solicitation/Request for Qualification documents will be available electronically on or after 2-weeks from this notice, at the Government Point of Entry (GPE) located at Beta System for Award Management (SAM) database (www.beta.sam.gov).� Questions will be addressed once the solicitation has been posted.� �
