- Engineering TPC Synopsis DoS plans to award multiple Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for one base year and four subsequent one-year options, at the option of the Government. The IDIQ awards will be made to the responsive Offerors, whose proposal conforms to the solicitation and offers the �Best Value� to the Government, whereas technical considerations are more important than cost. This award will be partially set-aside for small business should a small business be found capable.� To qualify as a small business under the NAICS code 541330, the small business size is the average annual receipts of no more than $35.5M. The Contractor shall provide all the program management and engineering expertise and services at various locations worldwide. Said services will be directed by the Contracting Officer (CO) or Contracting Officer�s Representative (COR), and will be specifically described in future Requests for Proposals (RFP�s).� Services may be required in one or more locations at the same time. The individual professional services to be provided include, but are not limited to, Architect, Electrical, Mechanical, Civil, and Project Control engineers. The range of services required span subject matter engineering expertise to administrative and support services with skill sets and experience that match The Department of State, Overseas Buildings Operations, and Office of Construction Management�s (CM) need for engineering services in support of CM�s diplomatic construction projects. This is a partial small business set aside. The Government intends to award at least two contracts to eligible small businesses and at least two contracts to large businesses. Department of State anticipates awarding contracts to multiple firms for these services. Offerors must be registered in the SAM database prior to proposal submissions. Proposal Submissions: The Request for Solicitation and its attached documents will be posted under Solicitation Number, 19AQMM21R0103, on or around March 20, 2021.� No paper copies will be mailed. Proposal submissions will be due no later than 3:00 PM, EST on April 20, 2021. Questions (Q&A) period opens with the posting of the synopsis. Questions should be e-mailed to: taylorbk2@state.gov. Questions should be received no later than 5:00 PM, EST on March 10, 2021. Responses to all submitted questions will be posted as an Amendment in .Beta.sam.gov.�
