WILLIAMS CONTRACTING OFFICER CONTINUATION PAGE Cave Hill National Cemetery- Grounds Maintenance Services 36C78621Q0091 Questions and Answers Responses from COR are highlighted in RED. Storm Damage and Large Debris Clean Up. Is there a No-Greater-Than dollar limit for each storm damage and large debris clean up CLIN? For instance: The price to remove a very large tree that came down during a storm is much more than removing a small tree that fell in the same storm. SOW page 7, under paragraph one this sentence will be removed from the SOW (Remove Tree Removal from SOW). This will just consist of Debris Cleanup as stated in the Scope of work. Branches, Limbs, Leaves Etc. CLIN 0014 Gravesite renovation has a quantity on the price sheet of 1, however in the scope of work it says 10-20 per year. Which is accurate? Should the quantity be increased on the price sheet? Also, what season will these renovations be requested? The scope of work states putting mulch down when sod is unavailable then sodding when sod is available. Is the mulch required for winter months? If so, will the contractor need to wait to invoice when the sod is placed? The Quantity will need to be increased to 20. Mulch will be required when Sod is unavailable. The contractor will submit invoice for payment when the job is completed as stated in SOW. The contractor can invoice when backfilled and mulched if SOD is placed on all mulched graves ASAP. (Well Rooted as the SOW states). Under CLIN 0016 height and alignment and CLIN 17 fine tune and alignment, these are listed as a quantity as 12 and unit as job on the price sheet. Does the Government want all 5,863 headstones height and aligned and fine-tuned and aligned every month of the year to equal 12 months for each CLIN? Should be 12 months. Cemetery should be fine-tuned once a month. Height and aligned as needed from COR. CLIN 0016 Headstone R&R:  How many headstones are in a job?  Will these headstones be in a contiguous group or scattered one here/one there around the cemetery? Should be 12 months. Cemetery should be fine-tuned once a month. Height and aligned as needed from COR. CLIN 017: Headstone Height and Alignment. There is a CLIN qty of 12 but there are 5,863 headstones. Does this mean that a CLIN request of 1 only means 1 headstone or are the headstone CLIN s grouped into larger numbers? Should be 12 Months FTA of the Cemetery will be done once a month. Height and Alignment will be done only when needed and requested by COR. Is CLIN 0018 trash and debris removal required daily or weekly? If daily, is this Monday-Friday? The scope says there is a daily requirement, but the price sheet says quantity is only 36 and listed an unit job. Should this be 180 for quantity- 36 weeks for 5 days a week? This should be done once a week. COR will determine if needed more. CLIN 0019- Storm damage states that fallen trees will be removed under this CLIN. Removal of normal storm damage debris and small limbs and removal of fallen trees can vary greatly in costs. Should these be separated into 2 CLINS to avoid elevated prices to cover if 1 or more trees should fall?  Remove Tree Removal from SOW. This will just consist of Debris Cleanup as stated in the Scope of work. Branches, Limbs, Leaves Etc. Under weed control grassy weeds and violets are not listed to be controlled. Does the cemetery want treatments for these weeds? If so, what CLIN should these go under? SOW reads all weeds in Scope of Work.  Will the new mulch be required to be edged after installation? NO Does Attachment C take precedence over the Price Sheets in the SOW so we disregard the price sheets in the SOW? Yes, please use the attachment C- Price/Cost Schedule. CLINs:  Many of the Base Year CLINs look to be for a partial year.  With a Base year that could span 12-13 months, should these numbers be adjusted to full year amounts? CLINS will not be required year around SOW Chemical Application Table page 5 has 1 application Grassy weeds and 3 spot sprays.  SOW Page 4 has a similar spot spray requirement for the broadleaf weeds.  What percentage of the cemetery or what areas of the cemetery is expected to need to be spot sprayed? As needed to keep cemetery Generally Weed Free SOW Page 5 Overseeding:  What rate of seed (lb/1000 sq ft) is required for overseeding? Tall fescue -- 8 to 10 lb./1000 sq.ft. SOW page 7 Tree/Shrub maintenance:  Tree maintenance or removal services may also be required when felled and/or dead, diseased trees pose a potential safety hazard to the Cemetery staff and public.   This statement exposes the contractor to large financial obligations which drives up our price proposed to the government dramatically with services that may not be used.  We suggest that this statement be moved to a tree maintenance contract that is negotiated per tree.  If not, please provide a maximum number and size of tree every contractor bidding should include in their bid for each CLIN quantity.  E.g. 1 x Oak, 3 ft diameter, 60 feet tall. Remove Tree Removal from SOW. This will just consist of Debris Cleanup as stated in the Scope of work. Branches, Limbs, Leaves Etc. SOW page 7 Tree/Shrub maintenance:  Watering.  This statement exposes the contractor to large financial obligations which drives up our price proposed to the government dramatically with services that may not be used.  Can the government please provide additional definition of what watering will be required so we can accurately price it? SOW, page 7, paragraph 10, Watering schedule shall be provided to the COR prior to watering and approved. This sentence for Watering will be removed. SOW page 9, Storm Damage, remove fallen trees , This statement exposes the contractor to large financial obligations which drives up our price proposed to the government dramatically with services that may not be used.  We suggest that this statement be moved to a tree maintenance contract that is negotiated per tree.  If not, please provide a maximum number and size of tree every contractor bidding should include in their bid for each CLIN Quantity.  E.g. 1 x Oak, 3 ft diameter, 60 feet tall for evaluation purposes. Remove Tree Removal from SOW. This will just consist of Debris Cleanup as stated in the Scope of work. Branches, Limbs, Leaves Etc. SOW P. 6 Leaf Collection:  The SOW states All fallen leaves must be collected and removed from the site daily or as needed .  The CLIN is per JB.  So, if we were to remove all the fallen leaves on Monday and the COR requested us to remove them again on Tues, would this be 2 JBs? Yes. If the entire cemetery was completed that day. SOW P. 7 As the contractor is expected to provide, plant, stake, water, etc new trees, please define an average quantity, types, sizes, etc. Should be removed End of Document
