- RSIC 21-4�Institute of Electrical and Electronics Engineers Incorporated (IEEE) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Army Contracting Command- Redstone (ACC-Redstone) intends to renew a subscription for the Institute of Electrical and Electronics Engineers Digital Library with the Institute of Electrical and Electronics Engineers Incorporated (IEEE) on behalf of the Redstone Scientific Information Center (RSIC), in accordance with FAR 13.106-1(b) for soliciting from a single source for an item peculiar to one manufacturer (e.g., a particular brand-name, product, or a feature of a product that is peculiar to one manufacturer) Combined Synopsis/Solicitation Number W31P4Q-21-Q-0009�is to be a Brand name requirement for IEEE online periodical and journal subscription.�The corresponding NAICS code for this procurement is 511120. The US Army Contracting Command-Redstone is soliciting a quote from the Institute of Electrical and Electronics Engineers Digital Library to provide: Twelve (12) months of unlimited full text electronic online access to engineering and scientific reference resources; including proprietary copyrighted materials (i.e. electronic journals and conferences) published solely by the IEEE. Accompanied with: A subscription to the IEEE Electronic Library includes unlimited, full-text access to Unlimited, full-text access to approximately 5 million documents Documents delivered in PDF and HTML (as available) formats Highly-cited, peer-reviewed research that fuels more new patents than any other publisher, including: -195 IEEE journals, magazines, and transactions -Proceedings from over 1,800 IEEE conferences More than 4,400 approved and published IEEE standards in key technology fields, with the option to add Draft standards Proceedings from IET conferences and events Plus IEEE redline versions of standards(where available), select VDE conferences, IET�s E&T magazine, and seminal articles from Bell Labs Technical Journal Access to articles accepted for future publication Back file to the late 1800s for select titles INSPEC� abstract/citation and bibliographic records Robust search tools with a user-friendly interface Free training and technical support Unlimited article downloads Daily updates with approximately 20,000 new articles added each month Title lists with persistent links and new periodical titles:www.ieee.org/kbart The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01. Any award resulting from this RFQ will be issued on Standard Form 1449 and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award.
