Description
Request for Information (RFI):�Architect-Engineer (A-E) Services for� Borj Erroumi Prison, Bizerte, Tunisia A. This Request for Information (RFI) will be used to identify potential sources that are interested in and capable of performing the work described in this �Draft� Statement of Work (SOW). In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This RFI is issued solely for conducting market research, information and planning purposes and does not constitute a solicitation or obligation on the part of the Government.� Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests.� B. The purpose of this RFI is to communicate and solicit feedback from industry on the �Draft� version of an upcoming overseas requirement to provide Architect-Engineer (A-E) services in support of Borj Erroumi Prison, Bizerte, Tunisia. The architect-engineer firm (hereafter referred to as the �A/E�) must perform all professional services described herein in order to conduct an initial formal site assessment and provide the designs, including the plans and specifications, for the renovations of existing facilities and construction of new facilities at the Borj Erroumi �General Committee of Prisons and Rehabilitation� (CGPR) near Bizerte, Tunisia.The vendor shall furnish the proposed services in accordance with the conditions, requirements and specifications of this SOW or similar.� The NAICS Code for this requirement is anticipated to be 541310 Architectural, Engineering, and Related Services. C.� All responding contractors must possess vast experience in procuring and delivering requested items based on the criteria below, which for this requirement will be deployed overseas. Therefore, we are seeking responses to the following questions: 1. Is your company authorized to conduct business and provide services in Tunisia? 2. Is your company partnered with an organization that is located in, or authorized to do business in Tunisia? 3. Does your company or partnering company possess all of the licenses, visas, permits, certificates, insurance and registrations or other documents needed to conduct business in Tunisia? D. If your firm is capable of providing the requirements described in this RFI, please provide a detailed Capability Statement with respect to Statement of Work to Joonpil Hwang via e-mail at hwangj2@state.gov, and David M. In order to participate in the resulting RFQ and to be eligible for an award, the proposer must have (i) a current CAGE Code, (ii) a DUNS#, (iii) be registered to do business with the Government of the United States in the System For Award Management (SAM) and (iv) not be on the Excluded Parties List. https://www.sam.gov STATEMENT OF WORK ARCHITECT-ENGINEER (A-E) SERVICES FOR DESIGNS FOR BORJ ERROUMI PRISON BIZERTE, TUNISIA C.1����� GENERAL This Statement of Work (SOW) is being provided� by the United States Department of State (DOS), Bureau of International Narcotics and Law Enforcement Affairs (INL) to outline requirements for architect-engineering (A-E) services for the Borj Erroumi Prison in Tunisia.� The architect-engineer firm (hereafter referred to as the �A/E�) must perform all professional services described herein in order to conduct an initial formal site assessment and provide the designs, including the plans and specifications, for the renovations of existing facilities and construction of new facilities at the Borj Erroumi �General Committee of Prisons and Rehabilitation� (CGPR) near Bizerte, Tunisia. While the A/E will consult with the CGPR, the A/E is to take direction only from DOS/INL.� No payments will be made for any supplies or services not authorized by DOS/INL or for any changes to the work specified herein not authorized by DOS/INL.� This includes any services performed by the A/E of his/her own volition or at the request of an individual other than the Contracting Officer (CO).� Only the Contracting Officer is authorized to change the specifications, terms, and/or conditions of this contract. C.2 PROJECT SCOPE C.2.1�� Description of Project The U.S. Department of State Office of Bureau of International Narcotics and Law Enforcement (INL) is assisting the�Government of�Tunisia�(GOT)�in designing, renovating, and building facilities for the Borj Erroumi Prison (hereafter referred to as the �Project�)�at the General Committee of Prison and Rehabilitation (CGPR)�site near�Bizerte, Tunisia.�The site is located approximately 8 km�from the�Bizerte�city center.�The project will enhance the security at the institution. C.2.2 List of Facilities The project scope includes: 1) design of renovation of high risk inmate cell block, 2) design of a new control room building, 3) design of an extension to the visiting area, 4) design of cell block vehicle entrance, 5) design of a security fence.� Additional details about the scope of work are provided below: Renovation of�high risk inmate cell block:� In the existing building used for classification and lawyer offices: Demolish all walls and reconfigure/design the space to provide 6 offices, a bathroom, and a hallway leading to the prison visiting area.�� In the existing common shower area: Demolish all walls and reconfigure the space to provide a control room, electrical room, and five offices. In the existing medical unit: Demolish all walls and reconfigure space to provide seven rooms and a bathroom. In the ten (10) existing communal cells: Demolish all walls and reconfigure space to provide seventy (70) cells, each equipped with a bathroom, sink, and shower. In the four existing (4) recreational areas: reconfigure the space to provide seventeen (17) recreational areas. Re-configure lighting and add life safety features. Design of a new control room building: Design a reinforced concrete control room about�150 square meters�with all electrical,�mechanical, and sanitary�appurtenances. The control room building shall have an entry porch, airlock entry, office space, IT room, bathroom, coffee room, and a control room. � Design of an extension to the visiting area: Design a reinforced concrete extension of about�60 square meters�with all electrical,�mechanical, and sanitary�appurtenances.� Build two chain-link fences from the visiting area to the prisoners visiting areas with two gates for the prison guards/vehicular traffic. Design a cell block vehicle entrance: Design a roof for the prisoners� vehicle entrance with proper ventilation and lighting. Design a Sally-Port entrance with heavy duty steel gates and bollards remotely operated.� Design of a security fence: Design a chain link security fence around the perimeter of the compound and a security road between the fence and the compound walls. Design retaining walls where needed.� C.2.3 Project Requirements INL requires the services of an Architectural and Engineering (A&E) firm to design the plans, develop a Construction Statement of Work (SOW) and develop an Independent Government Cost Estimate (IGCE). The A/E will design the five facilities based on concept drawings (provided in PDF and ACAD format) hereafter referred to as �bridging documents� (See Appendix A).� The A/E shall complete each task, or �CLIN�, within the referenced Period of Performance, or �PoP�. The amount of time allotted for each CLIN is the maximum allowed time to complete the tasks.� If the A/E is able to complete the tasks in less time than allotted by the PoP, the remaining time may not/not be carried over to the next CLIN. C.2.3.1 CLIN 1: A-E Planning & Assessment Services. The required planning services include a detailed site survey and assessment, using the bridging documents as a general basis for requirements. Overview: Site Survey.� A formal property survey is required.� The A/E shall verify the actual property lines with the designated CGPR representatives to ensure the proposed construction site is suitable for the project.� The survey shall include the location of all underground and overhead utilities. Overview: Site Assessments.� The A/E will carry out preliminary site assessments that describe the physical, functional, and performance requirements that must be met by the A/E in designing the construction project.� The site assessments shall be comprehensive and reviews the proposed construction site�s criteria for construction work to be performed by the construction firm.� Specific Requirements: The A/E shall conduct a complete site survey for the proposed construction site which shall include existing subsurface and topographical surveys, site utilities, site clearing, and demolition information. This information will be used in CLIN2 for the development of 65% civil, architectural, structural, mechanical, plumbing, electrical, and life safety drawings. All of this information shall be included within the Design Narrative. Subsurface investigations may include soil sampling, rock corings, geophysical investigations, and design, installation, and data collection/interpretation of geotechnical monitoring instrumentation. Soil sampling and rock coring may be conducted either on land or under water.� The A/E shall furnish DOS/INL with a copy of all actual test results accompanied by the A/E�s interpretation of such test results. Notice to Proceed.� Upon award of the contract, the Contracting Officer may provide to the A/E a limited notice to proceed (LNTP) which shall allow the A/E to commence with mobilization to carry out these various activities associated with the required planning services. Period of Performance.�� The period of performance for CLIN 1 shall be 80 days after NTP.� This includes 50 days to develop and submit the draft documents and 30 days for DOS/INL to review, and A/E to resubmit the final documents. C2.3.2 CLIN 2: 65% Design Documents. The A/E must create a 65% Design Document package that implement the Bridging Documents, the site assessment from CLIN1, and the design objectives for the facility, accompanied by a design narrative and initial specifications, construction cost estimate, and construction schedule.� The 65% design allows DOS/INL to review and concur with the A/E�s interpretation of the Bridging Documents and is intended to clarify, as well as establish, specific requirements for the project. Notice to Proceed. Upon acceptance of Planning and Assessment documents Period of Performance.� The period performance of CLIN 2 shall be 105 days after NTP. This includes 75 days to develop and submit the draft documents and 30 days for DOS/INL to review, and A/E to resubmit the final documents. �C2.3.3 CLIN 3: 95% Design Documents. After DOS/INL accepts the 65% Concept Design documents submission, the architect-engineer (A-E firm) will prepare the 95% pre-final design drawings accompanied by a revised design narrative, specifications, cost estimate, and construction schedule.�� The A/E shall prepare 95% design documents based on the review of the 65% Design Documents (CLIN 2) and related comments and directions from DOS/INL. All drawings shall be prepared to construction documents scale and illustrate the proposed final design of the project.� The drawings must be accompanied by all related design documents that will comprise the Final Construction Documents� Notice to Proceed. Upon acceptance of 65% documents. Period of Performance.� The period performance of CLIN 3 shall be 55 days after NTP. This includes 30 days to develop and submit the draft documents and 25 days for DOS/INL to review, and A/E to resubmit the final documents. C2.3.4 CLIN 4: 100% Final Construction Documents. After DOS/INL accepts the 95% Pre-Final Design, the A/E will prepare 100% Final Construction documents that DOS/INL will use to procure the construction contract. This Item will include the production of the final drawings, design narrative, specifications, Scope of Work, IGCE, and other associated documents intended for the solicitation for the actual construction based on the DOS/INL approved 95% Pre-Final Design documents. The A/E also must prepare documents for submission for expert review for the purpose of securing a construction permit. The specifications for the construction project shall be in accordance with the standards developed by the Government of Tunisia as well as those listed in section C.3.9. The documents shall be subject to expert opinion required under Tunisian regulations and executed by a relevant agency/expert. The A/E shall assist DOS/INL in responding to any questions or queries from bidders regarding solicitation instructions and construction documents during the bidding process.� The A/E may be asked to assist in the review of proposals, submittals, rfis, as well as consult during any protest procedures. The A/E shall also be available throughout the construction phase to respond to design/engineering conflicts that may be discovered during construction. The A/E will be responsible for providing design/engineering solutions to any such conflict that arises. Notice to Proceed. Upon acceptance of 95% documents. Period of Performance.� The period performance of CLIN 4 shall be 45 days after NTP. This includes 30 days to develop and submit the draft documents and 15 days for DOS/INL to review, and the A/E to submit the final documents. C.3 DESIGN REQUIREMENTS The requirements in this statement of work serve as direction to the A/E in the development and delivery of a complete set of construction documents.� These documents shall provide the necessary interfaces, coordination, and communication among the designer, constructor, and special disciplines (physical security, communications, fire and life safety, and computer systems).� All submittals must be of a quality to achieve this result.� The A/E shall perform its services in accordance with professional standards of skill, care, and diligence adhered to by reputable, first?class firms performing services of the same or similar nature for facilities of similar complexity.� The A/E�s design shall conform to generally accepted engineering practices and the approved design criteria. C.3.1 Design Criteria The A/E shall produce a design, drawings and specifications that ensures all the renovation work to be undertaken will be constructed with materials, finishes, fixtures, equipment, and systems that provide operational dependability.� The A/E shall ensure that these facilities are easy to maintain or replace with those most readily available supplies and services.� The A/E shall emphasize uniformity of parts and components to maximize interchange-ability.� During the design phase the A/E shall address operations and maintenance (O&M) considerations. C.3.2 Design Process The A/E shall provide designs that are cost?effective as to usable space and that provide maximum flexibility for future uses.� DOS/INL will exercise particular care in consideration of these requirements in the design review and approval process. The design process shall consist of the following phases: A/E Planning and Assessment 65% Design Documents 95% Design Documents 100% Construction Document The A/E may be required to make up to four (4) oral presentations to DOS/INL at Post to occur at each stage of design completion. The A/E shall cease all design work during DOS/INL review periods until receipt of written review comments from DOS/INL on each of these submittals.� Any design work on the project during these review periods is at the Contractor's risk.� The A/E shall consider this temporary cessation of work in its planning and scheduling. The proposed A&E design effort is a multidiscipline effort that requires complete A&E services to define the renovation and construction requirements for the Project. �If there is any inconsistency between the attachments listed herein and this section follow this section. This design is a part of a major program undertaken by the Department of State using public funds.� DOS/INL will formally evaluate the A&E� based on: (a) Ability to design to a target construction contract cost estimate; (b) Ability to adhere to the delivery schedule; and (c) Ability to adapt and evaluate changes occurring during construction. C.3.3 Design Coordination The A/E shall carefully review and coordinate designs, drawings and specifications, and other project documents before submittal.� This includes identifying all interface points and controls between designs, drawings and documents.� The A/E shall have a quality control program in effect, which will require his employees and consultants to thoroughly review and coordinate all project data prior to submittals.� The A/E shall correct deficiencies, ambiguities, conflicts, and inconsistencies before submitting documents or they will be rejected by the Contracting Officer.� The letter of transmittal shall certify that all documents have been reviewed and coordinated prior to submittal.� The certification shall be signed by a principal of the A/E�s firm.� The Contracting Officer's Representative (COR) will review and approve the Quality Assurance/Quality Control (QA/QC) program proposed by the A/E.� This program shall indicate the method of controlling the quality of all work produced by the A/E and consultants. Refer to FAR Clause 52.236-23, ""Responsibility of the Architect/Engineer A/E"". C.3.4 Drawings The A/E shall produce blueprints used for building permits at the size dictated by the permitting authority. Copies of permitting drawings shall be submitted to DOS/INL in A1 size paper with standard scale of 1:100 and 1:50 and specifications.� For larger plans or large areas of site development, the A/E shall produce prints sized 33 inches x 46 inches of A0 size paper with a scale of 1:200.� Drawings shall be segregated by buildings.� The layout of individual drawings shall convey the required design and construction information.� Symbols used shall be accepted international industry standards and shall be shown in the legend.� Lettering shall be of sufficient size to be clearly read when drawings are reduced to half size. In addition to paper drawings, the A/E shall provide all drawings and drawing revisions in both PDF and DWG format. C.3.5 Specifications/Sole Source Specifications shall not rely on sole-source designations to circumvent the requirement for full and open competition in the purchase of construction materials and equipment.� When a sole-source manufacturer, product, or equipment is specified, the A/E shall notify DOS/INL in written monthly progress reports.� These reports shall be accompanied by a justification explaining why sole-source acquisition is necessary and appropriate for the project.� The justification shall provide the information that would be required by the Federal Acquisition Regulation (FAR Subpart 6.3).� The justification must also explain why the salient characteristics of proposed sole source equipment cannot be described in the specifications.� No classified work shall occur under this contract. C.3.6 Government Equipment Except as expressly directed by DOS/INL, the A/E shall not rely on the use of Government?furnished equipment, materials, and supplies to be provided for the design of the Project. Any government �furnished equipment requested by the A/E must be clearly listed in the A/E�s proposal for DOS/INL review and approval C.3.7 Cost Estimate Professional construction cost estimating services are required for all cost estimating tasks.� These tasks include but aren�t limited to the following:� Gathering of Cost Data during the site visits; performing price risk assessments; preparing life cycle cost analysis; and preparing cost estimates for facilities and infrastructures. Organize cost estimates according to ASTM E 1557 � 96 Standard Classification for Building Elements and Related Site work or similar acceptable cost estimating methodology. Prepare construction cost estimates of the proposed schemes of development, to the maximum level permitted by the information available at the time the estimate is prepared. The initial cost estimate shall be submitted with CLIN 1,� A/E Planning and Assessment. Details of the initial cost estimate may include system cost and lump sum cost for the preliminary design option(s) developed from the site visit. Subsequent cost estimate submittals with the 65%, 95%, and 100% documents� shall have detailed cost commensurate with the level of design completion.� The cost estimate shall be broken down by direct and indirect costs for labor, material and equipment. Include the estimated man-hours for each line item in the estimates.� Each cost estimate shall have an introductory narrative that outlines the criteria and assumptions used in the estimating process and include the major line items for the building and supporting features. The estimates shall use host country cost data, but shall base the cost estimate in US dollars. C.3.8 Correspondence The A/E shall prepare a detailed written record of all conferences and meetings with representatives of DOS/INL related to the project.� The A/E shall also document telephone conversations in which decisions affecting the project are made.� The A/E shall submit one copy of these records to the Contracting Officer�s Representative (COR) within five days of the event.� The written format established by the A/E for these records will be subject to the approval of the COR.� Each� record shall conclude with the following statement:� ""The matters reported in this document are considered by the A/E to be within the scope of this contract as presently priced, except for items [Note to A/E:� identify items or state ""none""] as further described below."" C.3.9 Design Standards The A/E shall, without additional expense to DOS/INL, be responsible for complying with all laws, codes, ordinances, and regulations applicable to the performance of the work, including those of the host country, and with the lawful orders of any governmental authority having jurisdiction.� The A/E shall adhere to all applicable�Tunisian�construction codes,� safety and security regulations and installation guidelines when performing the design the Project. Exceptions to using the�above described�codes�must be requested in writing and approved by Contracting Officer (CO) or their designated representative.� Codes and Standards. Additionally, the A/E shall adhere to the current edition of OSHA, EPA, and International Building Codes (IBC) as applicable when performing design services. In case of any discrepancies between International Building Codes (IBC) Exceptions to using the code must be requested in writing and approved by the Contracting Officer (CO) or their designated representative.� Applicable standards shown below are not all inclusive and are to be used for project design and construction as appropriate: Other applicable standards shown below are useful for project design as appropriate:� American Concrete Institute (ACI)� Underwriters Laboratories (UL)� American Standards for Testing and Materials (ASTM)� International Building Code (IBC) International Mechanical Code (IMC) International Plumbing Code (IPC) International Energy Conservation Code (IECC) National Electrical Code (NFPA 70) International Fire Code (IFC) National Fire Prevention Association (NFPA) Sheet Metal and Air-Conditioning National Association (SMACNA) Underwriters Laboratories (UL) American Society of Mechanical Engineers (ASME) ASHRAE Standard 62 � Indoor Air Quality American Water Works Association (AWWA) Clean Air Act, 1990, Section 608 American Petroleum Institute (API) IESNA Lighting Handbook Manufacturer�s O&M manuals Applicable local & national codes and standards specific to the nation and project.� C.3.10 Specific Design Notes The A/E shall be responsible for the following items while designing the facilities: Civil: Conduct soils tests. Modify structural drawings in bridging documents as required. Provide topographical survey including at least two benchmarks. Provide site utility plan that includes locations of connections to all existing utilities. Clearly identify new/removed/replaced/demolished items. Provide drawings and calculations of storm water and sanitary sewer systems. Identify all existing and new grease traps. Determine if existing grease traps are in working order. Provide solar-powered site lighting . Architectural All paint to be washable (latex or plastic emulsion). No flat paint to be used except in utility closets or other restricted areas. All metals to be primed with zinc-oxide, followed by a minimum of two coats of oil-based paint. Public areas to meet ADA and/or local disability standards. Use detention-grade materials in all areas accessed by inmates. Include gutters and downspouts on all buildings. Provide finish schedule that includes unique room name/number, wall type, wall finish, floor type, Floor finish, ceiling type, ceiling finish, color selection. Identify all� hazardous materials to be removed. Provide metal awnings at all exterior doors to prevent rain from blowing into buildings. Doors and Hardware Provide a door schedule that includes all hardware and finishes required for each door. All door hardware in areas accessed by inmates to be detention grade materials and installed per detention standards. Commercial grade in all other locations. All interior and exterior door and window frame perimeters to be sealed with silicone sealant. All exterior doors and windows to have weather stripping. All glass and glazing to be safety glass Laminated � Where required Tempered � Where required Wire � Windows in fire-rated walls/doors Doors to individual bathroom and shower stalls should be aluminum, PVC, or other durable, non-rotting, non-corrosive material. They should have a minimum 4� gap at top and bottom for ventilation. Provide bug/bird screens for windows and vents. Structural No coring of concrete slabs allowed without specific instructions from the COR. Provide rebar details for all slab penetrations, control joints, construction joints, etc. Specifications are to require shop drawing submittals for structural components. CMU walls to be tied into columns using block-ties. CMU walls to have lateral reinforcement on every-other course. Plumbing All wet areas to have floor drains. All floor drains and plumbing fixtures to have p-traps to control sewer gasses. Provide proper water and sewage backflow preventers. Consider using tankless point-of-use hot water heaters instead of boilers in low-use areas if available on the local market. Consider water-saver faucets specified for sinks and showers if available on the local market. Manhole covers, floor drain covers, trench grates, etc. to be welded or mechanically fastened in detention areas. All vertical plumbing to be installed in chases. Chipping of CMU walls for plumbing installation should be minimized or not allowed at all. Provide exterior hose connections for landscaping, maintenance, etc. All underground utilities to be marked with utility identification tape. Mechanical Provide ventilation where required. Perform analysis to identify mechanical versus natural ventilation.� All mechanical devices and controls to be located out of reach from inmates. Electric: All lighting to be LED. All light fixtures in inmate areas to be tamper-proof and corrections grade. All light switches and controls to be located out of reach from inmates. Drawings to show locations of smoke alarms, carbon monoxide detectors, heat sensors, emergency lights, exit lights, etc. All electrical components to be UL or CE certified. All outlets in wet areas to be GFCI. All exterior outlets to follow NEMA 3. Chipping of CMU walls for electrical installation should be minimized or not allowed at all. Surface-mounted conduit is not acceptable. All conduit to be in wall cavities, electric chases, above suspended ceiling, or in floor slabs. Provide electrical grounding plans and details. Underground cabling to be marked with utility identification tape. All exterior light poles tobe grounded. Determine if lightning protection is required per local code. Life Safety: Use local and NFPA standards to design Life Safety system. Include Life Safety plans: location of exit lights, strobe lights, annunciators, fire extinguishers, room/building capacity, egress diagrams, etc. Fire hoses are not to be used. Fire extinguishers to be placed in recessed cabinets. O&M Include in specifications attic-stock requirements. Contractor to provide spare parts and materials for maintenance. Include in specifications contractor requirements to provide O&M manuals and training before completed project is handed over. C.4����� SUBMITTAL REQUIREMENTS C.4.1�� Design Submittal and Review The A/E shall submit to DOS/INL complete design packages under each CLIN. DOS/INL will review all documents submitted by the A/E and will provide comments to the A/E in writing and in a standard format, numbered and grouped by discipline.� Review conferences will be held if deemed necessary by the COR.� The COR shall respond in writing within fourteen (14) days of the submissions of the Assessment/Overview,� 65%, 95%, and 100%� documents.� The A/E shall have fourteen (14) days to incorporate changes into the drawings and/or respond to comments from the COR following each design submission. The COR will have five (5) days to ensure compliance with comments and requests before informing the A/E to advance to the next stage of the design process.�� The A&E� shall incorporate all review comments into the design and return all annotated material with the next submission.� Comments not accepted by the A/E shall be brought to the attention of the Contracting Officer�s Representative in writing immediately for resolution.� Decisions of the Contracting Officer to incorporate the comments considered within the scope of work of the contract will be final.� Review comments outside the existing contract scope of work will require a contract modification.
