Related Sources Sought Notice: N6134020R0092 Engineering Support Services for the AIR 4 Research and Engineering Group, posted 4/21/2020 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. ALL LARGE AND SMALL BUSINESSES THAT ARE INTERESTED ARE ENCOURAGED TO SEND IN A CAPABILITY PACKAGE. The deadline for responses shall be received by 1200 EST on 29�March 2021. This will best help the Government ensure the pending solicitation enhances competition. This Sources Sought RFI is hereby synopsized pursuant to FAR Subpart 5.2 and FAR Part 10. Responses will be utilized to determine if any competitive Small Business Set-aside opportunities exist. All Small Business Set-aside categories will be considered. Otherwise, this market research tool is being used to identify potential and eligible firms, of all sizes, prior to determining the competitive method of acquisition and issuance of a solicitation. Any resultant solicitation(s) will be released on https://www.beta.SAM.gov. It is the responsibility of the potential offerors to monitor this website for additional information as the direct method of communication with the Government. A pre-solicitation notice will be issued pursuant to FAR Subpart 5.204, and the Government intends to issue a draft solicitation, if time allows. Award of the pending requirement is anticipated during the 3rd quarter of FY 2022.� Eligibility and Size Standards: The applicable NAICS code is 541330, Engineering Services; Military and Aerospace Equipment and Military Weapons with a size standard of $41.5. The predominant Product Service Code (PSC) is R425 Professional: engineering/technical. The secondary PSC is R706 Management: Logistics Support. Requirement: The Commander, Fleet Readiness Center (COMFRC) announces its intention to consolidate and procure, on a competitive basis, Enterprise-wide support services for logistics and engineering.�This requirement will align systems life cycle logistics to all naval aircraft, weapons systems and related support equipment across Fleet Readiness Center (FRC) sites located at Jacksonville, FL, Cherry Point, NC, and North Island, CA. The Enterprise-wide engineering support will align systems life cycle engineering to all naval aircraft, weapons systems and related support equipment across all FRC sites, except North Island, CA. FRC Southwest has separate platform-level support contracts in place for engineering. The intended consolidated requirement (as defined by FAR 2.101) is anticipated to be awarded as a single source indefinite delivery, indefinite quantity (IDIQ) contract with Cost Plus Fixed Fee (CPFF) line items. Individual Task Orders (TOs) will be issued as Term type CPFF. The current estimated total non-performance based Level of Effort is approximately 5,139,061 man-hours over an ordering period of five years. The Government anticipates award in the third quarter of fiscal year 2022. The successful offeror will be required to have a Government approved accounting system and approved Property system. Fleet Support Teams (FST) logistics and engineering support services are anticipated to be procured to support multiple Type Model Series (T/M/S) of aircraft, as well as, full-spectrum aircraft maintenance operations to include Maintenance, Repair, and Overhaul (MRO) Engineering (MRO-E), Logistics (MRO-L), and Production (MRO-P). The resulting contract will also have scope to support new weapon systems, system modifications, Foreign Military Sales (FMS), and support systems, including related equipment. Functional support areas outlined in the attached DRAFT Statement of Work (SOW) include the following life cycle engineering, logistics, technical and production services for various TMS aircraft: Engineering support - technical assistance for existing aircraft, aircraft components, aircraft structures, engines and support systems; analyze, fabricate, integrate, deliver, and verify new systems; modifications to existing systems; new systems research and development; Production Support engineering services. Logistics and Technical support � level of repair analysis (LORA); design interface (DI); maintenance planning (MP); logistics support analysis (LSA); environmental logistics, integration, supply and facilities; supportability test and evaluation (ST&E); training support and support equipment; metrology and calibration; Industrial Ops, Diminishing Manufacturing Sources and Material Shortages (DMSMS).
