NOTICE OF INTENT TO SOLE SOURCE Page 2 | 2 The Department of Veterans Affairs, Network Contracting Office (NCO) 22, located at 4811 Airport Plaza Drive, Long Beach, CA 90815 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source Award under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for April 1, 2021 The intended Contractor is OutcomeMD Inc, 8335 Sunset Blvd, West Hollywood, CA 90069. Description of Services: The Mental Health Section at Greater Los Angeles VA has initiated a major quality improvement of clinical operations in the outpatient clinics. The project will integrate remotely delivered patient reported outcomes and objective data obtained from digital wearable technology within a nurse care management model that will organize clinical assessment and interventions. To accomplish this goal, an integrated Outcome Tracker and Task Management (OTTM) digital platform is required with the following specifications: a) secure HIPPA-compliant cloud-based digital platform capable of delivering clinical assessments remotely to patients (i.e. not an App-based platform), b) capability to deliver assessments via smartphone texts and email, c) full range of multidisciplinary clinical assessments that cover physical health, mental health, and neurocognition, d) scheduling system to automatically deliver clinical assessments at customizable frequencies and durations, e) patient-facing interface that provides graphical representation of assessment data, f) capability to communicate with the Veterans Crises Line to address urgent/emergent actionable information, g) provider-facing dashboard providing graphical representation of patient reported outcomes and summary data acquired from digital wearable technology (described below), h) capability to publish formatted reports of patient reported outcomes and objective measures obtained from digital wearable devices, i) capability to export flat tables organizing all data acquired from individual and group-level operations, j) capability for both patients and providers to annotate events and interventions that will be integrated into the graphical and text representations of the data, j) provider-facing task manager system that will provide capabilities to organize and track clinical tasks and treatment planning, k) capability of using a single-sign-on process to integrate with third-party apps and software, l) capable of using a single-sign-on process to integrate with digital wearable devices, m) capable to generate summary metrics from third-party software and digital devices, n) capability to perform analytics on data obtained from third-party software and digital technology, o) capable to display summary measures and analytics derived from third-party software and digital devices in the provider-facing graphical user interface, published reports and flat tables, p) capable to identify events within patient generated heath data that will trigger an automated remotely delivered intervention (e.g. behavioral intervention), q) commitment to full integration with the VHA s electronic medical records (EMR; i.e. CPRS and CERNER). Only One Source Capable: The OTTM digital platform must be fully developed and currently deployed within a multidisciplinary healthcare system(s). Only OutcomeMD currently has the developed and deployed all required features within a single product. Other products require Vets to download/install Apps, which creates extra burden to implement and maintain. The OutcomeMD product has developed a cloud-based digital platform that meets all requirements and specifications. The OutcomeMD product has been certified by the International Consortium for Health Outcome Measurement (ICHOM) as a leading product that will enable the international healthcare community to establish standards for the implementation of measurement-based care in healthcare settings. The software platform is fully developed and has been implemented in multiple health care institutions including the Veterans Health Administration. The OutcomeMD company will have Federal Authority to Operate process and will be fully integrated within VHA s EMR in the next 12 months. The North American Industry Classification System (NAICS) for this requirement is 511210, Software Publishers. The Product Service Code for this requirement is R410 Professional Program Evaluation/Review/Development. The estimated value of this contract is $500,000.00 for a base period and four (4) one-year option periods. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. Any response to this notice must be received by March 29, 2021 and show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
