- Amendment 0006 to the solicitation. The purpose of this Amendment 0006 is to incorporate the following changes: Amend Section L to revise chapter E. Volume IV - Price (No Page Limit), paragraph 7. Pricing Assumptions. Amend Section M to revise chapter C. Price Evaluation Procedures, paragraph 6. Price Realism. Extend the due date from 15:00 CEST, 21 Jan 2020, to 15:00 CET, 14 Feb 2020. Note: This new deadline extension only applies to offerors who have previously submitted a timely Past Performance Volume. a.) Section L Paragraph L-2.A.1. is changed as follows: FROM: The Offeror�s proposal shall be submitted electronically and formatted based upon the use of standard 8.5 x 11 inch paper, 10 point, Arial font, and single spaced with a minimum of 1-inch margins. Schedules, drawings, and other documents more appropriate to larger paper may be formatted no larger than 11 x 17 inch paper, and may be submitted in 8 point, Arial font. Proposals shall be in the English language and all monies shall be proposed in United States Dollars. In an effort to begin researching Offerors� past performance, the Government is requesting that all Offerors interested in submitting a proposal, submit their Past Performance Volume (Volume III) in advance of the remaining volumes. Past Performance Volumes shall be submitted by 1500 CEST on 02 July 2019. All remaining proposal volumes (Administrative, Technical and Price) shall be submitted by 1500 CET on 21 Jan 2020 to either 764SCONS.TSBMC-III.TSBMCIII@us.af.mil or DoD Secure Access File Exchange (SAFE) service (safe.apps.mil). Contrary to the Government�s answer to question 20, posted to FBO.gov on 28 Jun 19, there is a size limitation on documents submitted to the 764SCONS organizational email address. As a result, Offerors are required to break up emails appropriately to ensure a successful transmission. Prior to the time set forth for proposal submissions, Offerors are responsible for confirming that the Government has received all information submitted by the offeror. Resubmission of the proposal volumes (Administrative, Technical and Price) is optional. Resubmission is not required if the Government has already confirmed receipt of an Offerors� submission. An Offeror�s failure to submit any of the proposal volumes by the specified due date and time will result in the offeror being considered non-responsive IAW FAR 15.208(b). Proposals shall remain valid for 365 days after receipt, but may be extended at the request of the Government. Only proposals delivered via email will be accepted. For evaluation purposes only, the Offeror shall disclose (1) the TL/USD and Euro/USD currency exchange rates used to develop the Offeror�s USD proposed price and (2) the Offeror�s basis for using the subject exchange rates in developing their USD proposed price. The Offeror�s proposed exchange rates shall be held constant over the period of performance (i.e., if the TL/USD is 0.1624 in Year 1, it should not change in years 2, 3, 4, etc.). The Government will consider unrealistic currency exchange rates as reflecting on the Offeror�s understanding (1) of the Government�s requirements and (2) of the risks associated with contract performance. TO: The Offeror shall summarize all significant pricing assumptions, scope limitations, and/or qualifications of the price proposal. As stated above the Offeror shall propose in USDs. For evaluation purposes only, the Offeror shall utilize the following exchange rates from www.1.OANDA.com/ currency/converter to develop the Offeror�s USD proposed price: Turkish Lira: 0.16699 Euro: 1.10902 The exchange rates listed above were extracted from the website on 3 February 2020 at 1430 CET. The exchange rates shall be held constant over the period of performance (i.e., the TL/USD is 0.16699 in Year 1, it should not change in years 2, 3, 4, etc.). Noncompliance with the outlined application of currency exchange rates will result in the Offeror�s proposal being considered nonresponsive. c.) Paragraph M-2.C.6. is changed FROM: The Government will also evaluate the offeror�s TEP for realism. The Government will assess how well the TEP realistically reflects the Offeror�s understanding of the solicitation requirements as well as a consistency with the approach proposed by the Offeror in Volume II, Technical.
