- The Department of Veterans Affairs, Atlanta VA Health Care System s Rehabilitation Research & Development Center for Neurocognitive Rehabilitation (CVNR), intends to negotiate on a sole source basis, pursuant to FAR 13.106-1, for optomotor response from Stoelting. This equipment is for research study investigating the effects of age and menopause on the visual function in glaucoma and the potential for estrogen therapy to prevent declined visual function. In addition, the research intends to incorporate this tool into future projects aimed at assessing visual function in diabetes, blast injury, and traumatic brain injury. which is essential for researching glaucoma and potential effective glaucoma therapies. Visual function is also important to assess in other ocular pathologies including diabetic retinopathy, retinal degeneration, blast injury, and concussive traumatic brain injury. This notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement and who is the Original Equipment Manufacturer (OEM), authorized dealer, authorized distributor or authorized reseller of all the items listed above, may submit a capability statement to the contracting office to the contracting office no later than Monday, March 29, 2021, 12:00 PM, EST. However, those statements shall describe in detail how the vendor can meet or exceed the Veterans Affairs requirements. Interested/capability statements shall be sent to Rachael Talbott at Rachael.Talbott@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
