Description
The Hellenic Republic intends to invite International Competitive Bids (ICB) on the reconstruction of a diagonal taxiway section at Elefsis Air Base. In order to bid on the project, U.S. prime contractors must 1) maintain a professionally active facility (office, factory, laboratory, etc.) in the United States, 2) be qualified at the facility security level of NATO RESTRICTED, 3) be pre-approved for participation in NATO ICB, and 4) be issued a Declaration of Eligibilty (DOE) by the U.S. Government.�� The Department of Commerce will be using the reference ICB-E-312N and all correspondence in the relation to the project should refer to this reference.� The Hellenic Air Force will award the contract to the lowest compliant bidder. Firms other than those located in the 14 NATO participating countries (Belgium, Canada, Denmark, Germany, Greece, Iceland, Italy, Luxembourg, Netherlands, Norway, Portugal, Turkey, United Kingdom, United States) are excluded from acting as contractors, subcontractors, or manufacturers of any part of the project. �None of the work, including project design, labor, and services, shall be performed by firms other than from and within the participting countries. No materials or items of equipment down to and including identifiable sub-assemblies consisting of two or more parts that can be provisioned and replaced as an entity shall be manufactured or assembled by a firm other than from and within a participating country. SUMMARY OF REQUIREMENT The scope of this project is the reconstruction of a section of diagonal taxiway at Elefsis Air Base. In particular, a section of 850 m length and 37.50 m width of the diagonal taxiway (T/W 3) is to be reconstructed (apart from the intersection of the T/W 3 with the already reconstructed main runway). The deliverable will be a flexible pavement area constructed with bitumen/aggregate mixture including day marking and lighting systems. The project also comprises the construction of all the necessary drainage systems along with the required earthworks to drain the area adjacent to the runway. BECOMING ELIGIBLE TO BID NATO ICB requires that the U.S. Government issue a DOE for potential U.S. prime contractors interested in this project. Before the U.S. Government can do so, however, the U.S. Government must approve the U.S. firm for participation in NATO ICB.� U.S. firms are approved for NATO ICB on a facility-by-facility basis. The U.S. NATO ICB application is a one-time application.� The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities The Department of Commerce (DOC) is the U.S. Government agency that approves NATO ICB applications. Please submit to the email address provided your application and supporting documentation (as attachments). If your firm is interested in a specific NATO ICB project at this time, please also include the following in the text of your email:� - the title and/or solicitation number of the project - the name/phone/FAX/email of the company employee who should receive the bid documents After approval of your one-time NATO ICB application, DOC will then know to follow up by issuing a DOE for the project.� DOC will transmit the DOE to the NATO contracting entity.� IMPORTANT DATES U.S. firms must request a DOE (and, for U.S. firms new to NATO ICB, submit the one-time NATO ICB application) by 08 March 2021 The Hellenic Air Force forwards bid documents to approved bidders (planned): April 19-30 2021 Bid Closing (estimated): 15 June 2021 The bidders� tenders shall be valid for 12 months dating from the bid closing date. Contract Award: TBD Period of Performance: The project should be completed within eight months beginning from the date of the contract signing.
