Description
The purpose of this amendment (A00001) is to answer questions regarding Solicitation No. 36C24821Q0546. These questions can be seen below: Question: General information is this a small business set aside RFQ? Answer: As stated in the solicitation notice, this Request for Quote (RFQ) will be evaluated using tiered evaluations. The Government will first evaluate offers received by Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. If no award can be made at a fair and reasonable price to an offeror who offers the best value to the Government in that socio-economic group, the set aside will be withdrawn and evaluation on the next tier (Veteran-Owned Small Business, VOSB) will be conducted. If no award can be made at that tier, the set-aside for VOSB will be withdrawn and the process will be repeated with Small Businesses. If no award can be made at the Small Business tier, the set-aside for SB will be withdrawn and the process will be repeated with Large Businesses. If award cannot be made, the solicitation will be cancelled, and the requirement resolicited. Question: When referring to BPPR Cupey as financial institution, is this EVERTEC s facility? Answer: When referring to the Bando Popular of Puerto Rico (BPPR), we are referring to the station that is located in the Cupey municipality, in the address stated under Section 4E of the Performance Work Statement (PWS). EVERTEC s is not relevant for this procurement. Question: PWS, section 5 Pickups will be performed on normal business hours from 8am to 3pm. Answer: In accordance with Section 5D of the PWS: All pick-ups and/or deliveries from VACHS locations must be performed before 2:00 PM AST (Atlantic Standard Time, which is the local time in Puerto Rico). This requirement must be met for each pick-up/delivery, for the entire duration of the contract. No deviations are allowed. Question: PWS section 10 Liability what are the specifics that are requested for COI in regards to liability coverages requested by VACHS? Does VACHS require an example of the COI and also the CIT liability? Answer: For Certificate of Insurance specifics, please refer to FAR 52.228-5, as well CL-120, which are both included in the Clauses and Provisions of this RFQ. Additionally, you may also refer to sections 6 and 7 of the PWS. Question: Price cost schedule I What does 6 MO mean? Isn t this a 12 month contract with 4 addition terms of 12 months each? Answer: 6 MO means six (6) months. This contract s initial period, also referred to as its Base Period consists of six (6) months. The additional terms, also referred to as the Option Periods are four (4) periods, which consist of twelve (12) months each. Question: Security bags say 750 each, is this the amount of bags that VACHS estimates to use a year? Answer: VACHS estimates for security bags are 750 each, per year. Therefore, for the initial period (Base Period), the estimated amount of bags is half of that quantity (375 each), since such period is for six (6) months. Question: Excess time indicates 1,500 EA, is this the estimate of total excess of minutes at stops? Answer: Yes. Question: Delivery schedule II indicates the date of 9/30/21, is this correct? Description of RFP indicates that the starting date is 4/1/21. Answer: Yes. That is correct, since as mentioned in response to question number 5, the initial period will be for six (6) months, beginning on April 1st, 2021 through September 30th, 2021. It is worth mentioning, that as the description for this procurement states that this is a Request for Quote (RFQ), and not a Request for Proposal (RFP). Question: Contract clauses taxes are taxes being required to be included in the proposed rate or on a separate line as per the state requires? Answer: The Government is requesting an all-inclusive price, for the services to be provided. If it is required for the company to pay certain taxes in the performance of their duties, then they must comply with the same as per FAR 52.212-4(k). Question: Page 28 Addendum to FAR 52.212.2 Section 1-iv as part of RFQ it requests the armed security guard license be submitted. Will this be done if awarded? It is difficult to know what guards will be assigned to the route at this moment. Please clarify if needed or can be submitted once awarded contract? Answer: With the purpose of determining if an offeror has the capability of performing these services, vendors are required to submit the licenses for armed security guards, in addition to any other licenses/documents, to determine that such offeror is compliant with the current laws and regulations. If after award there is a change in the armed security guard for which a license was provided, then an update can be performed at that stage. Question: Does VACHS need also materials for deposits to be included in the RFQ such as bags for cash deposits? Answer: The materials that need to be included are the Security Bags, which are in the schedule of prices (Line Item Numbers 0005, 1005, 2005, 3005, and 4005). Question: Does this RFQ require a bid bond? Answer: No. As a reminder, Submission of your response shall be received not later than 10:00 AM AST on Friday, March 26, 2021 at wilfredo.perez3@va.gov.
