Classification Product Service Code: Z1AZ Maintenance of Other Administrative Facilities and Service Buildings NAICS Code: 561210 Facilities Support Services Place of Performance: Services will be required for projects throughout the Korean Peninsula KOR Description SOURCES SOUGHT SYNOPSIS For Total Maintenance Services for Critical Facilities in Korea � This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS, THEREFORE NO PROPOSALS ARE REQUIRED AT THIS TIME. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Respondents will not be notified of the results of the Sources Sought or resulting market research. The U.S. Army Corps of Engineers, Far East District, has a requirement for maintenance services for facilities, to include, but not limited to, Protected Command and Control Facilities, classified spaces, and other various facilities of United States Status of Forces Agreement (SOFA) granted land across the Republic of Korea requiring the solicitation and award of Indefinite Delivery Contracts (IDCs) in support of the United States Forces Korea (USFK) and other DoD facilities within the Republic of Korea. Facilities and maintenance requirements include classified spaces that require compliance with Intelligence Community Directive (ICD) number 705, collateral areas, and contingency systems to be operated for up to 72 hours in an enduring mode.� The enduring mode must be able to be activated immediately if necessary and the facility must be sealed and sustained.� The maintenance services required include regular preventative maintenance, repair, facility management, and operation of control systems and other facility systems required for full facility capability. Maintenance requirements range from standard C2 facilities, classified spaces that require ICD 705 compliance and collateral areas to operational systems such as Collective Protection Systems (CPS), Diesel Rotatory UPS (DRUPS), geothermal wells, blast valves, and N+2 redundancy.� The contract may also include Task Orders for various administrative and service facilities with more common and standard systems. The proposed acquisitions will be firm fixed price, indefinite delivery-indefinite quantity (IDIQ) contracts. The results of the market research will determine the acquisition approach for this requirement. The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of various members of industry. The Government must ensure there is adequate competition among the potential pool of responsible firms. The contract period of performance is to be determined but will likely be for a total of three years including all options. The total contract capacity is estimated at approximately $40 million subject to full definition of requirements and the results of market research. The estimated minimum range of a task order is $10K. The estimated maximum size of a task order is $20M. The actual minimum and maximum task order size for the resulting contract(s) will be determined after the completion of Market Research, which includes an analysis of the sources sought capabilities statements received. The Primary North American Industry Classification System code for this procurement is 561210, Facilities Support Services. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Anticipated RFP issuance date is on or about July 2021. The official synopsis citing the solicitation number will be issued on Federal Business Opportunities www.beta.sam.gov. Firms are invited to register electronically to receive a copy of the solicitation when it is issued. Responses to this Synopsis shall be limited to the completed Capability Statement document included as an attachment to this Sources Sought and any feedback on the draft Performance Work Statement. Please review the DRAFT PWS and complete the attached survey.� Additionally, please provide questions and capabilities and qualifications statements in a memorandum in .pdf format while considering the following: Are there any gaps in the PWS? What additional information would you request to be included with the solicitation to submit a proposal?
