- Forest Service (FS), an Agency within the United States Department of Agriculture (USDA), has previously contracted with Origami Risk (OR) under a Software as a Service (SaaS) model over the last six years to provide an integrated toolset to track and report on Safety and Occupational Health (SOH) incidents/accidents and provide Workers Compensation (WC) case management tools to track and report on WC claims as well as produce required Occupational Safety and Health Administration (OSHA) and Department of Labor (DOL) compliance reporting. FS plans to continue to automate the SOH and WC case management processes under a unified solution. The solution should also help the agency implement government best practices regarding these functional areas and provide metrics and monitoring through reports to allow visibility into each SOH incident reported through to Workers Compensation claim and, eventually, return to work. This automated system should be user friendly and provide accurate and timely data, electronic storage and retrieval of documents and data, and management information reports.� Market research supports a conclusion that this requirement may be met with commercial products or a combination of commercial products and services; therefore, FS will not consider solutions that are solely custom developed (coded) solutions. FS has a strong preference for a SaaS or managed Commercial off the Shelf (COTS) delivery model. FS requires unlimited rights to all data produced or developed in the implementation and processing of contract requirements. � ��FS requires vendor resources to provide Information Technology (IT) technical assistance in implementation, training, and support for the solution. The solution must include a sophisticated Graphical User Interface (GUI) based toolset, which will allow future ad hoc reporting capabilities to be implemented by FS, with minimal external involvement.�
